"Let us pray. Our Father we're greatful for Your presence today. We thank You that Your concerned about all of us and all the activities that we're involved in and especially government. And Your presence here we welcome and we are greatful that You never leave us alone. We thank You Father that we can call upon You and ask You to invoke Your Blessings upon the Representatives here, upon this Body, upon all the activities that their engaged in today and throughout the coming days. The court in the...Bates case ruled that the school district could not rely on the Omnibus Public Corporation Interest Rates Statute which we passed in 1970, when the statute authorizing the school districts life safety bonds contained a separate interest rate limitation. "The Bill does three things. First, it confirms the General Assembly's policy of enacting omnibus statutory grants of authority. Second, the Bill affirms the validity of the obligations of government entities, including the state issued or authorized to be issued, in reliance on omnibus statutes. Last, the Bill makes extensive, but not exhaustive, revisory changes to conform various statutes to the omnibus public corporation interest rates statute that I mentioned earlier."

"House Resolution 375, offered by Representatives Cullerton, Richmond and Goforth, Whereas, the House has learned with sadness of the passing of a former colleague in the General Assembly and friend to many of us, the Honorable John G. Gilbert. And Whereas, Senator Gilbert who was a noted champion of higher education and of Southern Illinois University served in the Illinois Senate from 1960 to 1972, where he helped to set up the community college system in Illinois and Whereas a graduate of SIU himself, Mr. Gilbert served as Jackson County State's Attorney from 1948 to 1956 after taking a law degree at the University of Illinois School of Law and serving as a 17 STATE OF ILLINOIS 86th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 52nd Legislative Day June 6, 1989 special agent with the FBI and as a legal officer with the US Navy and Whereas, in addition to his years as Education Senator, Mr. Gilbert served the cause of education on the Board of Higher Education as Director and Past President of SIU Alumni Association and as a member of the SIU Foundation Board and Whereas, Mr. Gilbert's parents were also involved in education. His father John P. Gilbert was head of he Biology Department of the college which later became SIU and his mother, Dora Gray-Gilbert, was an elementary school teacher who also was an SIU graduate and Whereas, as a Senator, Mr. Gilbert was known as man of impeccable providity who would welcome...who would always put the needs of Illinois children before any short term considerations and Whereas, born in 1912, John Gilbert married Helen Dolan's in 1939, after her death in 1983 he and Margaret Terpinich were married in 1985. And Whereas, Mr. Gilbert was active in community service organizations including the Illinois and Jackson County Bar Associations, the American Legion, the Eagles, the Elks, the Jackson County SIU Alumni Association and the First United Methodist Church. And Whereas, he leaves to mourn his passing, his wife Margaret, son Jay Phil Gilbert, daughters Pam Minten and Gayle Mallid and seven grandchildren. And Whereas, recently Mr. Gilbert had received an honorable degree of law from SIU, an Executive Proclamation from Governor Thompson and Secretary of State, Jim Edgar and accommodation from the Board of Higher Education, therefore, be it resolved by the House of Representative of the 86th General Assembly of the State of Illinois. That we express our deep sorrow at the death of our former colleague in the General Assembly and friend, John G. "Thank you, Mr. Speaker and ladies and Gentleman of the House, Senator Gilbert was a Republican State Senator from Carbondale who had a son, his name is Phil Gilbert who's now a Judge, Phil was my roommate in law school, when I was in law school I came to be friends with phil and went down to Carbondale and that's where I got to know Senator Gilbert. He was a very consommate polititian, he was a very dedicated man to the state and to the Higher Education Community, he...everything about him was politics, he loved politics and I spent many hours down there in Carbondale talking to him about, when I was just in law school, talking to him about politics and he really inspired me to get involved in politics and to inspire, to run for the House. He had a tremendous family he had a daughter who was, Miss. Illinois, he had a son, Phil, who played on a state high school basketball championship...very good friends with Senator Paul Simon, and very well respected in the Senate. I think to say, who's gonna miss him. I would move for it's adoption and ask all Members to be added as co-sponsors."

"Thank you, Mr. Speaker, Ladies and Gentleman of the House. I certainly echo everything that's been said both, the Resolution and by the former Speaker concerning my dear friend John Gilbert, my association with John Gilbert pre-dates his term...his ten year in the State Senate by 19 STATE OF ILLINOIS 86th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 52nd Legislative Day June 6, 1989 several years. He preceeded me as past...or as a past District Deputy Grand Exaulted ruler, of the Elk's and he and his wife Helen, my wife and I traveled this state and many other states in the work of the Elk's. And we became extremely close friends, he...his family and my family...our children have been very close, and still are, and I have great admiration for him we certainly are going to miss him in Southern Illinois and I certainly mention also our bond of friendship very easily, bridged any partisan politics gap we had and John all through my ten year up here before his death was a good supporter and I certainly joined with John Cullerton and all others who say we're going to miss him. Thank you."
