Very privileged to have with us the French Ambassador to the United States Government in Washington DC. He is travelling today with the French Counsel to the City of Chicago. So, without any further ado, let me give you our good friend, the French Ambassador to the United States of America, Mr. Ambassador."
"Mr. Speaker, Ladies and Gentlemen, it's an honor, it's a privilege for me to be here among you today with the French Counsel General in Chicago. We want to bring to you a message of friendship from the people of France to the people of this great State of Illinois. We are celebrating the bicentennial of a French Revolution of 1789 and of the Declaration of Rights of Man and of Citizen. Your country is joining in this celebration because the elites of our two nations was so intimately connected at that moment of history, that great momentous period, that it has created bonds which endure. You know that French officers came to fight for your independence. And that Lafayette and his fellow officers were there with George Washington. And then your soldiers came back to France and we remember with great gratitude what you have done to restore freedom and liberty in our country, when we were occupied. And we remember World War I and World War II. And a few days ago there was a great ceremony marking the forty-fifth anniversary of D-day. And in Normandy at Ste-Mere-Eglise, that little village where American parachuters descended from the sky to start the liberation of France, five hundred American Veterans were there, gathered with the whole French population around them. And it was a moment of festive memories between the two countries. So this is symbolic of what has happened over these two hundred years. We are now in the process of remembering what happened in 1789, when at one months distance, the Declaration of Rights of Man and of Citizen, was published in France and the Bill of Rights was 9 STATE OF ILLINOIS 86th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 55th Legislative Day June 13, 1989 published here in this country. And among the people who were entrusted with a task of drafting the Declaration of Human Rights in Paris, there were different groups, but in one of them there was Lafayette. And Lafayette had come here and fought with your people and who'd brought back to France the veneration for Washington and the nostalgia of what he had seen being created here. Lafayette was in constant touch at that moment, with the American Minister in France. And that man was none else, then Thomas Jefferson. And Thomas Jefferson could show him the Constitution of the State of Virginia in which the principles were embodied, which we found again in our Declaration and in your Bill of Rights. So these great events, they have led to momentous decisions in the history of the world, because we have tried to live for these principles. And I think it is very moving to think that a few days ago, the Chinese students in Tiananmen Square were erecting a statue of liberty. Commemorating the great statue, which stands in New York Harbor, and which was offered to this great nation here, by France and by the children of France who collected one by one, the little francs which helped build the statue. So we are united by this bond, by this common attachment to freedom in the world. And there are not SO many countries throughout history, which have had such a strong friendship. Ladies and Gentlemen, we in France are celebrating that great moment of the past. We are also looking to the future. You know, that we're going to strengthen the common market and develop it by 1992. The common market will be more of a common market than it already now is. And that will mean a great increase in the economic relationship between your country and mine. "Representative Piel, Senate Bill 240, as it came from the Senate, increased a number of enterprise zones from 67 to 74. Amendment 1 decreased that to increase it from 67 to 68, because there is some concern about increasing the number statewide. We've now reached an agreement where we're going to increase it and go back to the original Bill itself. So Amendment #1 limited it. We're going back to the way the Senate Bill was passed in the Senate."

And this would cut the cycle to 21 days. We originally asked for seven or fourteen, and that was not enough. Thirty was then amended in the committee and I'm asking to reduce it to twenty-one."
"The way the Bill passed the Senate, it was fourteen days?"
"That's correct. So we're giving more latitude to the hospitals by suggesting twenty-one."
"So the shorter period of time, benefits whom?"
"The shorter the period of time, the greater the burden on the hospital to pay the money to the individual and the less burden on the individual."
"I see. This is a compromise. This Amendment is a compromise."
"Well, certainly. And I should in fairness tell you, that the thirty days was indicated as an Amendment by the hospital association and the committee. And we agreed to it at that point, because that was the only Amendment that was prepared and ready to go. However, in the testimony by the hospital association, they indicated that their normal cycle..."

Ladies and Gentlemen, this House Resolution would provide...would request that Coca-Cola company withdraw its plastic bottle from the market in Chicago, where they have introduced it. They are hoping that this plastic bottle will eventually replace the glass bottle and the aluminum can in the...in their market. The disadvantage to us as consumers is that there is no collection process currently available for recycling the plastic bottle, whereas it replaces one of the best products that is being recycled currently on the market, both the aluminum cans and the glass bottles. The soft drink company really have, I think, been unresponsive to the crisis that we have in Illinois with our filling up landfill space right now by doing such an irresponsible thing as introducing a plastic bottle into the market in Illinois. So this Resolution will request Coca-Cola to take this bottle out of the market in Chicago and not introduce it in Chicago or any place in Illinois until such time as a collection process is available for such a product. I urge its adoption by this House."

"It's not more dangerous, but it is more difficult to recycle. A recycling program for the larger containers is more easily done and there is a process in place in Illinois. It's the 16 ounce bottle and can that we don't have a process for."
