Introductions of House Joint Resolutions Constitutional Amendments, House Joint Resolution Constitutional Amendments #16, offered by Representative Bernie Pedersen. Resolved by the House Representative of the 86th General Assembly of the State of Illinois, the Senate Concurring herein, that there shall be submitted to the electors of the state for adoption or rejection at the general election next occuring at least six months after the adoption of this Resolution, a Proposition to add Sections 8.1 to Article IV of the Illinois Constitution to read as follows: Article IV. The Legislature. Sections 8.1. Passage of Revenue Bills. (a) A Bill would...a Bill that would result in an increase of revenue to the state may be become law only by a vote of Three-Fifths of the Members elected by each House of the General Assembly. Paragraph (b) Each House of the General Assembly shall have a Revenue Committee. It shall be the sole and exclusive responsibility of the Revenue Committee to consider all Bills that would result in the increase or decrease of revenue to the state. A Bill pending in Revenue Committee must be approved by a majority of the Members of that committee before it is sent to the full House for consideration or vote. Paragraph (c) There shall be 25 Members of the Revenue Committee in the House of Representatives. The Member of the House Revenue Committee shall be appointed by the Speaker of the House and the House Minority Leader. The Membership of the committee shall be proportionately as close as arithmetically as possible to the percentage of Members in the House of Representatives who vote for the Speaker or who vote for the Minority Leader. There shall be 13 Members of the Revenue Committee in the Senate.
