The corrected Conference Committee Report on House Bill 114 recommends that the Senate recede from the Senate Amendment #1, which stated that the tipping fee from 45 to 60¢ be removed immediately. The Conference Committee Report makes two changes in the Bill. We extend the state tipping fee of 60¢ per cubic yard for two years, but allow deductions for increased local fees. We extend the tipping fee of 60¢ per cubic yard which is $1.20 ...$1.27 per ton until December 31, 1993. We allow a deduction of 15¢ per cubic yard, which computes to 32¢ per ton from state fees between January 1, 1992, and December 31, 1993, if a local government fee of 60¢ per ton, rather than 45¢ per ton, is assessed. Also, we restrict funding sources of the Natural Resources Fund to remove some funding from that area. This is an agreement with the Solid Waste Management Foundation, the Illinois Environmental Protection Agency, the Illinois Energy and Natural Resources Agency, the Environmental Council, and it's been cleared with both sides of the aisle, and I ask for the adoption of this Conference Committee Report."
