I would like to state for the record with regards to the notice, and this deals with legislative intent...the notice which is going to be sent to the income beneficiaries, it is the intent of the legislation that the Commissioner of Banks and Trust Companies should consider issuing guidelines or promulgating rules for corporate fiduciaries governing the form and content of the notices required to be given as outlined in this Conference Committee Report in order to assure consistency throughout the State of Illinois, in regards to providing such notice, and this has been approved by the Commissioner of Banks and Trust Companies. We have language that Representative Steczo suggested to clarify, in his area, where those funds should go. So, now they've...they've, basically, specified the amount and the sentencing of the amount."

This has been asked for by our local state's attorney, Marshall Douglas, in Rock Island County, and, basically, there's been agreements made with the Cook County State's Attorney and others that...took action on this Bill. This Bill has been run around quite a bit, and there has been a number of attorney participating in it."

The last thing we need to do is set up another state agency, another state bureaucracy, not only to spend the taxpayers' money but to compete with the private sector. Paragraph three... Subparagraph three on page 2, 'to negotiate contracts with lodging, travel and transportation providers, with credit card companies and with other benefits to the state and with all other vendors necessary to the fulfillment of the purpose of this Act.' If you represent a university community, if you represent a variety of communities in this state, where the...for...for decades, if not centuries, the private sector has been providing low-cost, reasonable alternatives and services to state government, to the universities and otherwise, for about a third of the cost that the state would, the last thing we need to be doing is to creating an agency that has, among other authorities, the authority to negotiate contracts with lodging, travel and transportation providers, and, ultimately, to provide recommendations that would dismantle a number of private providers, a number of providers in the private sector and eliminate those businesses and all the people they employ and all the people that do business with them. That's not what we're here for, Mr. Speaker and Members of the House. This may be, and I'm sure it is, a well-intended Bill, but it incorporates a number of provisions that have been beaten before. "To this Conference Committee. I urge that we defeat this Conference Committee and go back to another one, get the cleanup out of there. It is true that the travel agencies that are in this Bill, when it came...when that Bill came to committee, there was a resounding, I believe it was 11-0...11 voting 'no', 0 voting 'yes', for that particular measure, but it's been 'snuck' out on a previous Conference Committee. I don't think we have to make that same mistake the second time, and plus another thing is is that, if we have an Equitable Restrooms Act that is on the Governor's desk that we have passed out with an unanimous of over 100 votes in this House on at least three occasions, there's no reason to put another statement on the Governor's desk. I think there is cleanup that is absolutely necessary. Obviously, from our time frame, it will give us something to do in these waning days and months of this Session. I urge we defeat this Bill. The second part of this deals with the City of Chicago which is four TIF districts, three of which are doing real well; one of which is not doing so well, and what they wanna do is that they can transfer any surplus from the other TIFs to the one that's not doing well. "That is correct, Representative McNamara, but the...provisions of the bailout Bill did not provide for any kind of new income for the City of East St. Louis, and this Amendment is necessary so that the...so houses can be built, and...it is very important for there to be new income so there can be economic growth and economic development. We're...going to be the subject matter of a light rail complex and there is a need for development around. There is a tremendous opportunity for business development around light rail, and so it is very important to exempt...these funds...these TIF district funds from that agreement, and it will, ultimately, lead to a stability of the economics of the city so that it can be in a better position to repay debt more quickly, and so that's the point."

I do not think it is either prudent or wise for us to do this because what, in effect, it does do is it calls into question this General Assembly calling on making any further agreements with any towns in the State of Illinois, and I think that that is a terrible thing for us to be under that thing that we can come back later and change those agreements. It adds the director of the Guardianship and Advocacy Commission as a voting member of the Illinois Planning Council on Mental Health. "Well, Mr. Black, I think simply it...says...states very closely what exactly what we're gonna do with it. Increase the college savings bond authorization by $200 million. One technical change of the Bill simply makes the Baccalaureate Savings Act comply with federal tax laws, that's all it does. It's pretty simple."

"Thank you, Mr. Speaker. This I explained earlier. We took it out of the record, but, briefly again, this deals with the Village of Hodgkins and deals with a limitation of TIF for payments. The second part of the Conference Committee says that in the City of Chicago, which has four TIF districts, (three of which are doing well, one of which is not doing well), that the surplus from the three successful TIFs can be used...to...fund the fourth one if there is 100% of approval of the bondholders of the other three. I would be happy to answer any questions and move the adoption."
