"Right. The Bill basically was, coming over from the Senate was a shell. I change it to make it the 'noise monitoring' language or change it to have 'noise monitoring' language in it that affected O'Hare. The Bill no longer deals with O'Hare Airport. It now assists the RTA. It passed out of the Senate, 53 to nothing, and I'd like to get approval here. Basically what the Bill does is it provides the RTA with the authority to utilize rate protection contracts and manages financial exposure should the opportunity be deemed appropriate. One other change it does is it raises the non-competitive bid limit from $5,000 to $10,000. I move for your support."

I had the opportunity to meet him a couple of times during various functions in our community, but he was a very well respected man in his parish, in his community, by his family members and friends throughout the community. His children, William and Bonny Hickie are also very well respected and friends of ours in our community. Contrary to popular belief, there are some Republicans in the 11th Ward, and they are truly a family that is to be admired and to be respected and the passing of this man just reinforces the sentiment of our community at the sadness of his passing. I remember his smile, his rosy cheeks and when you walked up to him, even before you asked for his support, you knew you had it because he had that smile greeting you, and he was always very cooperative. I don't...he's the type of person that I'm sure he didn't have an enemy in the world because he just liked everybody. I would also add my condolences, and I'm sure everybody who knew him here, to his family, may God be with him."

I had the pleasure of working and serving with him and remember him for his dedication not only to government, but also to the people of Chicago. He will be missed. He did set a good standard for us in the General Assembly and I remember many of his sense of humor, a quiet man as Representative Matijevich has observed, and a man, though, that was effective and believed highly in his community and his family. We will miss him, and we thank him for his service to the people of Illinois."
