I am here today to urge you to join me in taking tough but vital action to react to a national recession that has sent revenues plummeting in our state and more than 30 other states across this land. Last summer, 5 STATE OF ILLINOIS 87th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 103rd Legislative Day January 8, 1992 California enacted a $7 billion increase in taxes and reduced funding for education. Yet after doing all that, its Governor and its Legislature now find themselves facing a $2 billion budget gap for this fiscal year. New York budget woes are even better known. State government there also increased taxes a few months ago only to be confronted last month with a $1 billion budget gap. Florida Legislators held a Special Session in December to close a $622 million budget gap by making cuts and tapping their cash reserve for more than $100 million, and they are expected to consider additional cuts and tax increases when they return next week. The State of Washington, whose total budget is considerably smaller than ours, is grappling with a budget hole that is estimated to be as large as $800 million. And right here in the nation's heartland our neighbors are all being hit by revenue shortfalls caused by the national recession. The Governor of Ohio last week proposed budget cuts, revenue enhancements, and tapping cash reserves for $100 million to close a budget gap of $457 million. Our neighbor to the east, Indiana, suffered a revenue shortfall of $160 million in December alone. And the national economy has also played havoc with Iowa's efforts to put its fiscal house in order. In the Midwest, in the West, in the Northeast, in the Northwest, and in the South the national recession has forced state after state to make budget adjustments. Illinois is far from alone. Many states are facing even more severe budget problems. But the fact that we have plenty of company across this nation isn't going to put our budget back on track. You and I must do that, and the sooner the better for our taxpayers and for those who rely on state services. We must respond to fiscal problems brought on by the national economy with 6 STATE OF ILLINOIS 87th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 103rd Legislative Day January 8, 1992 the same resolve, the same bipartisan cooperation, that helped us bring state spending under control six months ago. In July, you and I took bold unprecedented action to restore fiscal stability to state government. We brought a two-year spending binge to a halt. We actually downsized state government for the first time in anyone's memory. Instead of asking Illinois taxpayers to pay more, we found ways to bring more Illinois tax dollars back from Washington -- Illinois tax dollars that otherwise would have gone to other states. It wasn't easy. Breaking old habits rarely is. We agonized, and we argued. We clashed over principles and priorities. We endured a legislative Session of 'record longevity, a Session more prolonged and difficult than any of us wished. But in the end we reached bipartisan agreement on a budget for this fiscal year, a budget that was fiscally responsible, a budget that invested in this state's future, a budget that met the needs of the neediest in our state, a budget based on both fiscal constraint and social conscience. Together we fashioned a plan to meet obligations lingering from the past as well as obligations to future generations of Illinoisans. The budget provided nearly $630 million to pay old bills that had piled up during two years of spending excesses. It made kids a priority by increasing funding for education and for programs to shield children from the demons of abuse, neglect and malnutrition. It allowed us to increase funding in most of the human service areas by aggressively pursuing federal dollars for Illinois. Our budget also imposed cuts, many of them very difficult. It called for thousands of state government jobs to be eliminated through layoffs by not filling vacancies and by offering incentives for early retirement. We put the brakes on spending. We bit the bullet. But now because our revenues have been ravaged by a national recession beyond our control, we must bite the bullet again, even harder, because this budget must be put back in balance quickly. Last July, you and I listened to experts who predicted we could count on modest growth in revenues from an upswing in the national economy. When we looked at sales tax revenues, the best barometer of the economy, in September and October, we saw cause for guarded optimism. Those revenues for September were $20 million above what we had estimated. The revenues for October were $1 million above estimate. But November and December numbers created a starkly different picture. Revenues were down by $34 million in November, and December numbers have been anything but encouraging. We are projecting that the national recession will reduce our revenues from what we projected last July by at least $285 million for this fiscal year. And we are anticipating additional demands on state government programs because of the recession and other factors such as court decisions. So our budget is going to be significantly out of balance if we do not act, and act quickly. Some of you have suggested we raise taxes. Others have suggested we borrow money now and repay it over the next several years, although I haven't heard any specifics about where the repayment funds are going to come from. I recommend that we focus on cutting the budget, difficult as that may be, especially after the downsizing we did last summer. In the past I have supported tax increases. Because education funding was on the line, I supported an income tax surcharge in 1989. Because education funding was still on the line, I was the only candidate for Governor in 1990 who was willing to publicly 9 STATE OF ILLINOIS 87th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 103rd Legislative Day January 8, 1992 and bluntly support making the surcharge permanent. And you and I decided in July that the portion of the surcharge providing funds for education would be permanent. But we simply must resist going back to our taxpayers again and again. Many of those taxpayers are having a difficult time balancing their own budgets these days. And we simply should not borrow without a repayment plan and without making the budget cuts that will bring spending back into line with income. I will not take this state down a federal government path paved by deficit upon deficit. We must cut and cut quickly. We must make cuts of at least $350 million, or about three percent of our budget from General Revenue Funds, to bring spending back into line without asking more of our taxpayers. And I believe the fairest and the fastest way to go is across the board. We set priorities in the budget we approved in July. That's one of the reasons, the main reason you were here for 18 days of overtime Session. And those priorities will remain top priorities if we cut across the board now. Education and programs to serve the neediest of our citizens will still be much better off than agencies that took deep cuts in July, and will be cut again as we make the mid-year adjustment I am proposing today. I do not look forward to cutting education. I stood up for it in my campaign for Governor and again last summer when some of the legislative leaders here today were suggesting that education should be cut. I do not look forward to making further cuts in public aid or in mental health. But education and human service programs account for more than two thirds of the General Revenue Fund's budget, and I am far from convinced that we can continue to spare them in this round of cuts and still achieve the budget reductions we need. So, I am asking you 10 STATE OF ILLINOIS 87th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 103rd Legislative Day January 8, 1992 to give me the authority I need to make across-the-board cuts, the same authority you gave the Governor in 1982, or that you propose an acceptable, fiscally responsible alternative to make at least $350 million in reductions. I remain open to your proposals for cutting the budget. But I want to stress that we do not have the luxury of debating the budget for four months as we did last spring into the summer, program by program, item by item. We must cut and cut quickly. And if we do that, we can more responsibly address a problem that has troubled each and every one of us -- the backlog of bills from those who have provided health care to the poor. You agreed with me in July that a top priority for this fiscal year must be the payment of old bills, bills that were the sorry legacy of back-to-back years of overpromising and overspending. Those bills have been paid. But the national economy has strained our cash flow to the point where we have been unable to pay Fiscal 1992 bills in timely fashion. State government should not be a deadbeat. It has been embarrassing to me, as I'm sure it has been to you, that the state has been delinquent in paying its bills and that the victims have been primarily health-care providers. We have found a way to pay those bills and to reduce significantly the payment cycle over the next several months. Our innovative plan is based on bringing federal dollars into the state much more quickly than we had anticipated. The first step would be to borrow $500 million to be repaid by October of this year. The borrowed funds would be used immediately to pay the Medicaid bills that have piled up. The federal government...glad to know you're listening. The Federal Government then would reimburse us $250 million for paying those bills. That reimbursement would help us repay the 11 STATE OF ILLINOIS 87th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 103rd Legislative Day January 8, 1992 loan. And the remainder of the repayment would result from $250 million that hospitals and other health-care providers will pay to the state through the special assessment program we enacted last summer. The assessment program was enacted to increase our federal aid for health care. We propose that it now be used to accelerate the flow of federal dollars into our state. I repeatedly have said that borrowing was acceptable to me with three qualifications. First, the borrowing should not...let me repeat, not be in lieu of budget cuts. Secondly, the borrowing should be short-term. Thirdly, there had to be a repayment plan. Borrowing without cutting creates fiscal problems down the road more than we are experiencing today. That is why I am urging you to help me cut $350 million now. The cuts will put our budget back in balance and in a better position to avoid huge backlogs of bills in the future. The borrowing will permit us to clear up the current backlog. It is short-term borrowing for cash flow purposes and there is a specific sound repayment plan. So let us, you and I, agree once again to get the job done in very difficult fiscal times for state government throughout the nation. Let us in Illinois address the revenue shortfall caused by the national economy by living within our means instead of asking more from our taxpayers. Let us be innovative once again in claiming Illinois' fair share of federal dollars to meet our obligations to the needy and to those who provide health care to the poor. The people of Illinois expect us to put this budget back on track as quickly and fairly as possible. They expect you and I to work together and to get the job done now. All of us regret that we have a budget gap after acting responsibly just six months ago.
