This Bill contains noncontroversial provisions dealing with Enterprise Zones and the Municipal Code in the Horse Racing Act. Number one, Mr. Speaker, this Bill extends the date under which off-track betting 5 STATE OF ILLINOIS 87th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 106th Legislative Day January 16, 1992 parlors can provide reimbursement to local park districts in municipalities to March 15, 1992. The current date in the statute is February 1, 1992. It's to help an OTB parlor that will not be finished until the middle of February. In addition, it amends the Municipal Code and Public Utilities Act to repeal a utility tax exemption enacted in the spring of 1991. This is a provision that Senator Rigney and Representative Black were very interested in doing. In addition, it changes and clarifies some inadvertent language that was taken out in the Municipal Code with regards to municipal elections and allows for partisan elections in those villages that prior to January 1, 1992, have conducted partisan elections. It also extends a reporting date to December 31, 1992, for the House and Senate Revenue Committees to make their joint study on sunsetting local governments. And, in addition finally, Mr. Speaker, Members of the House, amends the Retailers Occupation Tax Act Enterprise Zone building materials deduction to provide language that is in agreement with the Department of Revenue and the Governor and the General Assembly. "Representative McNamara, there was a change in the law that the Legislature passed last spring with regard to running partisan local elections. However, there was an inadvertent omission, and the idea was to have referendas...referenda to allow partisan...partisan local elections. But the intention was, to grandfather in all those who had been doing it. And, so this puts that grandfather in the statutes. So, those local governments that traditionally have been running partisan elections, will not have to go through the expense of having a special referendum to ask their constituents whether or not it's permissible."
"That means that any party that was established or is established, such as a performance, preference, home owners' party, etc., if they ran as a coalition, even a coalition party, if they ran under those labels, they could still by this change in law, now it would repeal the old section of the law, and now they could run as their coalition or party label that they had determined..."

In order to respond to Representative Klemm's question: we passed a Resolution 8 106th Legislative Day STATE OF ILLINOIS 87th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE January 16, 1992 earlier in the General Assembly to respond to a report which was put out on the subject of local government, and not necessarily just sunsetting of local government, but streamlining of local government and addressing a lot of those issues. What we decided to do was, we're still looking at that issue, we were to report by the end of last year. We'd like a little bit more additional time. It is not the intention of the Revenue Committee to necessarily put out legislation. We just want to review the recommendations that were given to us by the Illinois Taxpayers Federation and sift through those recommendations to see what might ultimately come forward as legislation. I want to assure the Members that a vote on this subject is not a vote for sunsetting of local government. It's just simply... It is a process of evaluating the report that was given to us and have some hearings and have some dialogue with local governments and various interested parties to see what might be done to streamline and make local government more efficient."
