"Let us pray. Creator, keep our State, our nation, under Your protection. Wipe out sin from this land. Lift it up from the depth of sorrow. Oh, Lord, our shining light, save us from deep grief and misfortune. God of all nations, bless us with Your wisdom so that the poor may not be oppressed and the rich may not be oppressors. Make this a nation having no ruler, except Yahweh, a nation having no authority but that of love. Open our eyes that we may see the needs of others. Open our ears that we may hear their cries. Open our hearts so that they need not be without substantive justice. Let us not be afraid to defend the weak because of the anger of the strong, nor afraid to defend the poor because of the anger of the rich. Show us where love, and hope, and faith are needed in the war of racial justice and use us to bring peace and justice to those places. Open our eyes and our ears and our hearts that we may this day be able to do some work of peace for Thee. Amen."

"Oh, I can certainly appreciate that. Thank you very much, Representative. Madam Speaker, to the Amendment, and I would like to get out of here just as quickly as all of you would. This Bill has been before us before and there are some people who regard this as a controversial Amendment or controversial provision, and I think that we probably should have a Roll Call Vote on this because you're requiring commercial trucks to display the name of 69 STATE OF ILLINOIS 87th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 137th Legislative Day May 5, 1992 the company for which they are employed on the side of the vehicle. To the best of my recollection last year, there was considerable opposition, some of it from the City of Chicago, that people didn't want their company name, address, phone number, et cetera on the truck because it might make it more readily available for burglers or heist artists or something, so I would in all due respect to the Sponsor of the Amendment, would request a Roll Call Vote and those of you that remember the Bill from last year should keep your vote last year in mind."

"Representative, I recall this Bill from last year both in committee and I believe a discussion that we may have had on the floor, and I expressed some concerns as to whether this might apply to farm trucks and that sort of thing and if I recall it was not your intention to include them within the purviewe of this measure, but there was some suggestion that, for example, if the farmer also sold some seed corn on a part-time basis, that, in fact, that pickup truck might then become a commercial vehicle and that he would have to qualify or he would have to comply with this Act. Have you taken steps with your Floor Amendment #1, to exclude that 'farm pickup truck' if in fact the farmer has a part-time job selling seed corn or something like that that would bring him within the commercial definition?"

"Representative, the part-time...part-time job is not included as a commercial working vehicle. ...Truthfully we did talk about the farm vehicles. It was my understanding that the farm vehicles were not included. It has to do with the Scott Joint Use Airport in the event they need a Bill. It is simply one to one that dealt with the aeronautics, and that's all it's for. Most likely we're not going to use the Bill, but in the event we do, we will make those corrections that the Amendment does to it if it's a special interest Bill. I'm sure it is not. We've used this kind of language on other Bills."

"Representative Giorgi, are you willing to explain the Amendment again?"

"Madam Chairman... Speaker, there are five points to this Amendment. One is, the court may appoint a special advocate upon the filing of a petition under this Article at any time during the pendancy of a proceedings under this Article. Number two, the court-appointed special advocate shall act as a monitor and conduct an independent assessment of the facts, evaluate the needs of the minor and exercise independant judgment in making reports and recommendations pertaining to the welfare of the minors ordered by the court. Number three the Court appointed special advocate shall be notified of all administrative case reviews pertaining to the minor, work with the parties' attorneys, the guardian ad litem and others assigned to the minor's case to protect the minor's best interests and insure the proper delivery of child welfare services. Number four, the court-appointed special advocate shall serve as volunteers without compensation and shall receive training consistent with nationally developed standards.
