STATE AUDIT AND AUDITOR GENERAL (a) The General Assembly shall provide by law for the audit of the obligation, receipt and use of all funds administered by State government, whether directly or indirectly, by the legislative, executive or judicial branch of the State or by any instrumentality of any branch, whether appropriated or not and regardless of source, but not funds administered by units of local government or school districts, except as established by the General Assembly by law. public-funds-of-the-State.
