I think we all understand what our school people back home feel about mandates. The merit of this Bill is beyond question, but it's not the merit that we stand here today to discuss: It is whether this Bill was given an ample opportunity in committee to be heard, and I claim that it was not. Because last week, when the committee had its postings, this Bill was posted (like all others) in both a subcommittee and the full committee. Later (although there had been no discussion of this), it was declared by the chairman of the committee that anything that was also posted to a subcommittee would not be posted for the subsequent week. Well, I stand on this Discharge Motion with a...with a similar...with a similar reason for believing that this Motion should be approved. It is not, however, that this was not the correct committee, it is that the committee had so many Democrats replaced by other Democrats that we don't really know what the committee thought. Therefore, I would just point out to you before you vote on this - in fairness to all of my colleagues on both sides of the aisle - this Bill has to do with using current census figures for distribution of money for senior citizens.
