The Department of Commerce and Community Affairs studied this, and the last ten years we've passed $200 million worth of unfunded mandates to our local units of government and school boards, at a time that they can ill-afford additional funds. This is happening at the same time we're talking about taking funds away from them. This Constitutional Amendment would hold us accountable. Would make us responsible in Springfield for...man...programs that we mandate, and I think that's where it should be. The buck should stop here. If we tell them they have to do it, we should provide them the funds to do it, and I'd be happy to answer any questions."

"Yes, Mr. Speaker, Ladies and Gentlemen of the House. I simple rise in support of this grand measure. I think coming as a individual who's served on local levels of government, at the grassroots level and at the county level, we think it's about time that we take heed to the strong messages that the voters have sent to us since the last election; pass this Bill over to the Senate and get this on the Governor's desk so the people of Illinois will be able to vote for this measure in the 1994 election. I simply ask my colleagues to support this measure."

"Thank you, Speaker. I rise in what will doubtless be quite lonely opposition to this measure. We are charged with responsibility to create these local units of government. We give them revenue raising power. We tell them, 'Yes, City, you can impose a property tax.' Some are permitted under home rule powers to impose a whole lot more taxes than that. The idea that we should give these units of government massive authority to raise revenues to take care of their responsibilities without being expected to help define those responsibilities, strikes me as standing the idea of state government and the relationship between state and local governments on its head. If this Amendment had been in place when the state became a state, and when we began allowing the creation of local units of government, I'm not sure what kind of a state we would have today. I don't think there's any reason to believe that later mandates are somehow more suspicious or less reasonable or responsible than early mandates, and I think people should think very hard about what it is they thought they were doing when they were sent here to represent people to make sure, for example, that cities do protect 56  STATE OF ILLINOIS 88th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 57th Legislative Day May 11, 1993 the life and the health and the safety of their residents. Were schools to be included, for example, to say that schools ought to be teaching something, rather than just raising property taxes in order to pay the staff. So, I think this Amendment actually does some damage to ordinary notions of different units of government and different responsibilities that are thereby entailed, and I personally am gonna vote against this Amendment and I hope that a few of you will join me in that action."

"This is sheer hypocrisy then. We're again showing in this General Assembly that some of the local governments walk on two legs and some are still crawling. Now, some would argue that half a loaf is better than none, and I guess I probably would agree that this is better than nothing. But, my heavens, aren't we all gonna be embarrassed when we go on the campaign trail and have to admit that we stood here knowing that this unfunded mandate Amendment deliberately excluded school districts."
