It also is big in industrial buildings. It also allows them to clean up blighted or contaminated areas. It allows them the use of alternate bonds, that's...that's basically the intent of the Bill."
"Representative Balthis what kind of requirements are for the issuance of the bonds?"
"The...there are three different ways that actually the bonds could be used in this. In fact bonds are not the bottom line of it. They can use the increment from the land when it is actually going...goes into the district, how it increases as it is developed. They can use alternate bonds, which is the revenue off of that, or they can use a GO back stop. But they do not have to use GO bonds, it is primarily the revenues off the increment increase within the district."
"If...if the bonds are issued? What would be the revenue stream for the debts service on the bonds?"
"The increment from the district that's created. In other words whatever the level when the district was created and as that district's EAV increases there will be an increase just in that district and that revenue source would pay off the bonds."

In fact, the language was changed to tighten that language to make sure that it was contaminated areas, and those contaminated areas have to be defined in a finding by the IPA and other agencies have to be involved in this, so that this language has been tightened up It is a very good tool for communities that have a high unemployment rate, abandoned buildings and I would move for its adoption."

I know in our community we've had to deal with reduced hours, lack of appropriate books, an inability to provide the services that our kids need. This 'Live and Learn Program' that's being funded in this way is one that will provide more opportunities for our libraries and not unduly burden the taxpayers of Illinois. I think we should reward this creative way of finding the dollars and vote 'aye'."

"Mr. Speaker, Ladies and Gentlemen of the House. Secretary of State George Ryan, as you know, is charged with the responsibility of funding and assisting our libraries within the State of Illinois. He's also charged with the responsibility to make sure that our libraries throughout the State of Illinois furnish the required services to all of Illinois. Secretary of State Ryan, like most of us at state government, has been working very hard to find the resources necessary to involve the libraries in the current demands that are placed on them today. Whether it is that you want to go into a library to find a video tape, a computer system, the latest novel, or non-fiction or fiction, you will find your libraries locally furnishing the needs of the people of the State of Illinois. I have reviewed this process and this Amendment very, very carefully. I think it's come out of the Senate in a very carefully crafted manner and I commend Secretary of State George Ryan for effort...for his efforts in this regard.
