This Bill started out as a nice simple little Bill that dealt with transportation impact fees. It was a Bill that Representative Clayton and myself worked together. It went over to the Senate and Senator Klemm attached an Amendment that woL would give transportation impact fees to McHenry County. In this Conference Committee Report, that Amendment has now been taken away, and there are two other Amendments that are put onto it, both of which are agreed to and I believe there is no difficulty with. And also, the New Car Dealers wanted to further define what other persons are as defined under section 5-102.1 of the Code. And basically, that means other new and used car dealers from other states. So, when a transaction happens, and they are required to make the fees that are now classified under our Codes. So I ask for your approval of this Conference Committee Report."

This Conference Report now contains a number of previously introduced Bills, most of which have already passed out of this House. And also, I believe some of the best...of those that did not survive going through the Amendment processes and so on, over in the Senate, and in specifically, this contains a couple of Bills which we have previously introduced here dealing with the career criminal, those who have been convicted of three or more forcible felonies, increasing those penalties, and also dealing with the use of machine-guns and so on from cars, loading those and carrying them around in motor vehicles. And we would hope, by passage of this piece legislation that some of the more severe types of crime that are afflicting our areas, this will give the 4 80th Legislative Day STATE OF ILLINOIS 88th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE July 9, 1993 prosecutors some additional tools to combat this.
