"Thank you, Mr. Speaker, Ladies and Gentlemen of the General Assembly. I can't believe that this Bill is not going out of here with 114, 115 votes. During the flood, I received calls from Commanders and Field Commanders in counties in my district that were complaining that their troops were being harassed by employers telling them that they had to get home by such and such a date or they're going to lose their job, and normally as you know, I'm not out here throwing roses at the Governor but I think it's very supportive. I'm very supportive of his effort to insure that anyone that served on the National Guard will not be faced with a financial loss."

"Thank you, Mr. Speaker. Ladies and Gentlemen of the House. There's been a lot of conversation about this particular Bill, and folks I suppose will attempt to use it for whatever political purposes that they wish. But, when you get right down to the basis of why we're here, it's to pass legislation that will serve the job. Now, let me tell you that this particular Bill has already been rejected the Senate. Let me also tell you that there's a very serious question that it doesn't apply to the flood of 1993. We don't do our job right if we pass legislation about those kinds of questions. I would suggest that after all of the political posturing is done, that this Bill will pass. But to suggest at this point anything other than that is simply not founded."
