"Madam Speaker, Members of the House. I didn't know John Henry Kleine very well while he was serving here in the General Assembly. I met him first when I ran for office 16 years ago and his assistance to me was probably the most important factor of my first election. John served ten years here, and he became known as the environmental Legislator. He chaired a special, as we stated before, a bi-state commission which .... with Wisconsin, which researched problems of water pollution within our two states. After the commission was terminated he became Co-Chairman of the Illinois Water Pollution and the Illinois Water Resources Commission, and as a result of that work he introduced several Bills concerned with river 10 STATE OF ILLINOIS 88TH GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 109th Legislative Day April 5, 1994 and stream pollution, and the offshore waters of Lake Michigan. John was considered to be a man of vision by his colleagues. He was especially kind to women elected officials in Lake County, hosting each year a special luncheon for us where we could discuss problems that affected our county. John has left a legacy for all of us, not only in Lake County but for all the citizens in Illinois and we shall miss him. John Henry Kleine was known as an environmental Legislator and set the course and path of many of our laws in this state dealing with the environment. He was a respected Member of the House. We will miss him; we will respect his memory; and continue on with his efforts in behalf of the environment. I didn't have the pleasure of serving with him since I joined the Illinois General Assembly in 1974 but his was a name that I remember well when I became a freshman Member as a person that we should listen to and recognize for his contributions. On behalf of all Members of the General Assembly, we send to his family our sorrow and will honor his memory throughout our efforts here in the General Assembly. Thank you."
