RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE EIGHTY-NINTH GENERAL ASSEMBLY OF THE STATE OF Illinois, THE SENATE CONCURRING HEREIN, That there shall be submitted to the electors of the State for adoption or rejection at the general election next occurring at least 6 months after the adoption of this resolution a proposition to amend the Illinois Constitution by adding Section 13 to Article VII as follows: ARTICLE VII LOCAL GOVERNMENT SECTION 13. STATE MANDATES (a) A "State mandate" is statutory or executive action initiated by the State that causes a unit of local government or school district to incur additional expenses from local revenues. (b) The General Assembly shall provide by law for reimbursement of new or additional State mandates to units of local government and school districts.
