"Good Morning. We pray, Almighty God our maker and redeemer we come before thee this day to seek thy guidance for this House of Representative of the people of Illinois. We ask thee to bless each man and woman of this Legislative Body with wisdom and knowledge and strength and determination to carry out their duties towards this state with the best of their abilities ever baring in mind that this word Representative means acting as the agent of another. Grant these men and woman O'Lord God Almighty the grace and understanding to remember that they represent the people who voted for them, but also represent the people who did not vote for them, as well as the people who did not vote at all. But, most of all dear God we ask thee remind them day by day and day after day and everyday that they also represent thee, as they enact and reject and consider such matters as properly come before them and their duties in this House. O'Lord this nation needs thee guidance as never before in it's history and this state needs thee guidance as never before in it's history. That thee holy will maybe done to the glory of thy name and the good of every man, woman and child in Illinois. Especially the Members of this most valuable servant of thine this House of Representatives. O'Lord even as we pray for our Representative we pray for the survivors of the Oklahoma City bombing. For those who lost loved ones in that tragedy. For those who labor at great personal risk to recover the bodies and unearth evidence and for all who mourn the disaster that has struck our nation. We also ask thee blessing of rain when needed for farm and garden. For warm growing weather, we ask thee to bless our business and factories and the workers in those business and factories. All who travel, all those who health makes them shut-ins. We implore thee grace, thee protection, thy guidance for all our children, our teenagers, our elderly, and all our other adults. O'Lord we pray thee for all the people of this state and this nation. Bless them all their days. Strengthen the feeble needs. Heal the sick. Have mercy all who are in trouble or need or despair. Grant peace and unity to all who live in this nation and this state and bring the...to repentance and turning lawful ways of life. Substantive Bills on the other hand are the kind of things that we dealt with that authorize the state to do certain things as this would do, but I think that there is a clear distinction perhaps even in the constitution. I am sure my constitutional scholars could speak to that. But, we have always clearly, clearly had a difference in distinction between...between Appropriation Bills and substantive Bills even to the point where there boldly printed in the Calendar. I would point out to our freshman who are not aware of that, that the Appropriation Bills are all boldly printed. I am not sure that this Bill is but...and it is not and so certainly is not a Appropriation Bill. So I would recommend that you reconsider."
