We are attempting to endow a scholarship at Southern Illinois University for young women that plan on serving in public service. In order to endow a scholarship at SIU, we need to raise $150,000. Be it resolved by the House of Representatives that the Ninety-First General Assembly of the State of Illinois. The Senate concurring herein that there shall be submitted to the electors of the State for adoption or rejection at the general election next occurring at least 6 months after the adoption of this Resolution proposition to add Section 8.1 to Article IV of the Illinois Constitution as follows: Article IV of the Legislature, Section 8.1 Passage of Revenue Bills. A Bill that would result in an increase of revenue to the State may become law only with the concurrence with two-thirds of the Members elected to each House of the General Assembly. The General Assembly may not vote upon a Bill that would result in an increase of revenue to the State, until a public hearing on the Bill has been held. Reasonable notice of the hearing, in no event less than two weeks shall be given to the public schedule.
