Reverend Benitone: "May we be in a moment of silence as...for a moment while we pray for the men and women of our armed forces and their families, as well as those that are now refugees of the Kosovo conflict. Oh Mighty God, the God of Abraham and Isaac and Jacob, quicken our hearts to the great commandment of Your Law, Your Torah, which calls us to love our God with all of our heart and with all of our soul, with all of our strength. And in the same spirit, love our neighbor as we do ourselves. Dear God, we are thankful for living in a nation which is committed to the freedom of speech and the equal opportunity of holding office. Help those here to persevere and preserve those freedoms and to use them in broadening our vision and in honoring Your great commandment to love God and neighbor. As respectable citizens, let us support the elective process through our prayers, our participation, and our concern. Remind us that our passions sometimes hinder us from making sound judgments, so let us listen for the voices of reason and be quickened according to Your word. There are many differences of opinion among us, but Christ teaches us that the sun shines and the rain falls upon all of us alike. Be with all of us and all of those here who are elected to serve, that they may transcend the divisions and rivalries among us. "Every year, for the past several years, we have been very fortunate to have representatives from the Shedd Aquarium come down. The aquarium is located in Representative Judy Erwin's district. They have grown into one of the preeminent tourist attractions, not just for people within this state, but for people from all around the country and in fact, around the world. They are over in the Stratton Building today with an educational presentation. They have done some great things and I'd like to have everyone join us in welcoming the Shedd Aquarium to the House Floor today."

Be it resolved by the House of Representatives that the Ninety-First General Assembly of the State of Illinois. The Senate concurring herein that there shall be submitted to the electors of the State for adoption or rejection at the general election next occurring at least 6 months after the adoption of this Resolution proposition to add Section 8.1 to Article IV of the Illinois Constitution as follows: Article IV of the Legislature, Section 8.1 Passage of Revenue Bills. A Bill that would result in an increase of revenue to the State may become law only with the concurrence with two-thirds of the Members elected to each House of the General Assembly. The General Assembly may not vote upon a Bill that would result in an increase of revenue to the State, until a public hearing on the Bill has been held.
