It exempts all persons holding a special certificate with a special education endorsement from provisions of the School Code concerning preschool educational programs provided these persons meet all other requirements for teaching. And this Bill would be effective immediately. In laymen's language, this is gonna save approximately 300 jobs and is part of a cleanup Bill from legislation passed in the last Session. This will allow teachers teaching in prekinder who are holding special education certificate to continue in that role, so that until the other law picks them up. At this point, I would be asking for a favorable vote."

Basically, all this Bill does is makes a provision to make sure that those preschool teachers can still be certified. We inadvertently left them out of the past legislation when we went through the recertification process. This allows for those people to get recertified and we won't wind up with a time gap with those people that are teaching our prekindergartners. So, this is a good Bill. It's a state board initiative pushed by the preschool teachers. And I recommend an 'aye' vote."

I mean districts are looking for those people to hire all the time. And I don't understand what we are exempting them from. I mean, are we letting them teach outside the realm of special ed or... 'cause I know there are a lot of classrooms that we'd love to have a special ed certificate, certificated teacher in, that we don't because we can't find them. So, what are we doing here? Really, in all honesty, I don't understand what this exemption is."
"Representative Black, the exemption will basically say, we currently have teachers who hold the special certificate, and are currently in... teaching prekinder by their choice or by other dynamics. And under the current law, they would cease to exist in that position as of February 15th, I believe. Because the new law put in place the last Session would require them to have that prekinder certification. So, not to have interruption of the educational system, Representative Black, this Bill is a cleanup Bill and very necessary."
