"House Bill 3073, a Bill for an Act in relation to children. Third Reading of this House Bill."
"Thank you, Mr. Speaker. House Bill 3073 basically does two things. First of all, it gives judges a tool to lock up drug dealers that sell drugs to minors. The Bill provides that endangering the life of a child is a Class III felony, if the violation includes the sale or transfer of drugs to anyone under the age of 18. This Bill does not impact current controlled substance laws. It is still a felony to sell drugs in the State of Illinois. All this Bill does is to give judges and prosecutors another charge to bring against people who sell drugs to children. The second aspect of this Bill makes parents who sell drugs liable for their actions. It says that drug trafficking parents, says to them that if your drug-selling hobby is putting your children at risk, you are bringing drug dealers and users into your home... this Bill says that parenting.. to a parent... that these actions are abusive. Currently, if you beat, physically, emotionally, or sexually abuse your child, you are guilty... can be charged with child abuse. We are simply saying that, furthermore, if you add the act of selling drugs to children to that list of abhorrent activities, that your parenting skills should be at least questioned by the state. This Bill came to us to Representative Steve Davis and myself from a local minister in Representative Davis' district. He saw the sale of drugs happening right in his own yard, in his driveway, in particular. He believes that selling drugs to children is child abuse. I believe that he is right. Representative Davis joins me in this Bill. I'd be glad to try and respond to any questions.
