House Resolution 19 is a bipartisan attempt to get to the bottom of the on-going controversy regarding the problems with the Masters in Social Work Program at Governors State University. The Resolution calls on the Board of Higher Education to conduct an official inquiry into the situation and report back to the General Assembly by March 15th of this year. The time frame is tight, but it is necessary due to the urgency of the situation. I have received and am grateful for the assurances from the Board of Higher Education that this time line can be met. This is a constructive attempt to uncover each and every option that the Board, the University, and we in the General Assembly can provide to the 77 affected students in this case. It also is an attempt to provide mechanisms to make sure that this unfortunate occurrence is not repeated at any of our other universities. I urge your support of the Resolution and I appreciate the efforts on both sides of the aisle to assist myself and my cosponsors in moving this matter through very quickly. I do want to say that as far as the cosponsors, I personally apologize. I don't know why Representative Lyons, Eileen Lyons and Maggie Crotty are not listed on the board along with Representative Joe Lyons, Representative Monique Davis, and Representative Erwin. So I appreciated their help with the Resolution and I would appreciate the Body's approval."

For his brand of politics, firebrand, free spirit politics was the kind that people who were attentive to Illinois State Government could hardly fail to notice. Lee Rayson was a man ahead of 7 STATE OF ILLINOIS 92ND GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 8th Legislative Day February 8, 2001 his time when it came to issues like campaign finance reform, or when it came to issues of health care for low-income people, migrant workers in particular. He won high marks from the environmental community for his measures, trying to protect our air and our water from pollution and contamination. And he was an early champion of the idea that 18-year-olds should have the right to vote. As you know today many of the measures that Lee Rayson championed are law in the State of Illinois today. And I think that they are so, in part, because of the very early work that Lee Rayson did in their behalf. He was a very responsive Representative to his constituents in the south suburbs. He made a mark at home as well as a mark in this chamber. And I know you all will join me in extending our condolences to his family."
