"Thank you, Mr. Speaker. House Bill 478 amends the Water Reclamation District Article of the Pension Code. At the present time, there are approximately 50 elderly retirees having had ten years or more in service, at average age is 85, who are receiving a minimum of $500 monthly annuity. This Bill will increase the minimum by $25 for each year of service up to 20 years. For example: a retiree with 15 years of service will receive an increase of $125, bring it to a total of $625. The maximum increase 12 STATE OF ILLINOIS 92ND GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 19th Legislative Day March 1, 2001 will be $250 for those who with 20 years service that which would amount to $750. The same increase will apply to spouses, surviving spouses, who are now receiving a minimum of $500 or a surviving spouse can receive 50% of the deceased retiree's annuity, whichever is greater. There are approximately 250 surviving spouses, the average age is 82. Third, the existing child annuity is $250. This will increase... be an increase of 500 for the first child and 350 per each sibling with a family of a maximum 2,500. And finally, if a child is an orphan, the existing $350 annuity will be increased to $1000 for the first child and $500 each for the sibling with a family of a maximum $2,500. This legislation's been approved by the Pension Laws Commission, the Pension Laws Committee, the Board of Commissioners, the Water Reclamation Board of Trustees... There are no one against this Bill. Under current law, if there's a meth lab fire, the ones that caused it could be prosecuted for illegal drug activity, but if a firefighter was killed or injured or police or ambulance there's no other charge that could be brought to them. We had a recent fire in my home county caused by a meth lab. I talked to our state's attorney, he said I'll prosecute them for the illegal drug activity, but there's nothing else I could do if we injured any of our emergency services personnel. The Sheriff's Association indicated a huge increase. Of course, the fire... it's a safety issue trying to protect our emergency service personnel and would allow this extended-term sentence. It codifies the establishment of the advocacy office for children and families within the Department of Children and Family Services. And of course, it establishes a reporting mechanism. The Bill also clarifies a requirement that when a decision is being made regarding placement of children outside of their homes that race is only used as a factor if the best interest of the child is advanced by doing so. This language is the same that has been approved by the United States Department of Health and Human Services. This Bill, as well, establishes a toll-free telephone number for complaints of not just foster parents, but others as well, including family members and the general public. I ask for support of this Bill."

We have the tendency to bounce children from one foster home to another while they're out looking to find an optimum placement. My only concern is, you don't think this will make the agency draw back and say, 'Look, let's just institutionalize the child while we take three, four or five months to see if we can meet the requirements of Representative Howard's Bill.'"
