When did that occur?"
"Representative Black, the legislation as amended in committee, the language required that students or guardians receive information about the vaccine and then to sign a waiver and return it to the university if they chose not to be vaccinated. The university felt that, that left them open to a lot of liability, if for instance, somebody didn't file the waiver, refused to sign it. Does that mean that they couldn't be admitted? How many times would they have to contact the student regarding that waiver? So, basically, since what we wanted to do with this Bill is get information out in the hands of students and parents prior to entree to college, we just eliminated the provision that they had to sign a waiver if they didn't want to be vaccinated. Because we're not requiring any vaccination with this Bill."

"And the liability would be handled by the student signing the waiver, if he or she decided not to have the vaccination. Correct?"
"Right, so by eliminating that provision altogether, we're just saying that all the university has the duty to do is get the information out to the student and then to have that vaccination available at the university."
