Current law says that every owner of an all-terrain vehicle purchased on or after January 1st, 1998 shall obtain a certificate of title from the Secretary of State. The Motorcycle Dealers Association alleged that the basis behind this was that... to establish a paper trail for ownership of that off-road vehicle thereby alleviating purchasers and dealers selling what we would call hot ATVs or stolen ATVs. Due to the fact that ATVs are required to be titled but not registered for a license plate, there are dealers continuing to sell ATVs without securing the necessary title. This legislation will close that loophole. I'll be glad to answer any questions."

Senate Bill 962 would exempt the state's compre... or affects the comprehensive insurance policy for the State of Illinois and says that, basically, in their case where there's been an insolvency of a company, that the preexisting condition would not take effect for that policy. So in the case here in Illinois where we had with Illinois Health Care, where about 26,000 people became uninsured through that bankruptcy and liquidation, those people entering the CHIP Program would not have their preexisting condition applied. It carries a cost of about 400,000. And with that, I'd be happy to answer any questions."

"How much money is in the pending supplemental for CHIP? I don't recall off the top of my head."
"Ten million dollars. The reason that it was closed was because the medical expenses and the cost of the CHIP Program had threatened to totally use up the reserves for that program itself. And so acting responsibly, the board put a cap on enrollment to make sure we could pay the bills for those who are currently in the program. Now, the Governor's Office came to the CHIP Board, and I guess by agreement with the four Legislative Leaders that the money would be there for next year's budget and for this year's budget. That gave the comfort level which reopened the rolls to the people who are in need of the program."
"I certainly do not stand in opposition to what you're attempting to do. But if we waive the six-month preexisting condition for those people who are uninsured because of insolvency, which is certainly a sound reason to let them in CHIP, obviously this is gonna cost money. And..."

" ... my only concern is... You know, it had a unanimous vote in the Senate, it had a unanimous vote in the House Committee. We can't even get together on passing the supplemental. Now, if we don't add the $400,000 in next year's budget, my fear is these people will be given false hope that they're gonna be able to waive the preexisting condition, but they won't get in the program because we're not appropriating the money necessary to cover them. I mean, at some point where do we stop and say, look, without the money there's no use to pass legislation like this."

I know you'll do your best to make sure the money is there. I intend to vote for the Bill, but I would hope and I would ask you that we not be here next year talking about a supplemental to take care of these people because that's just not fair."

Removes the requirement that the Governor's recommendation to the General Assembly on the termination or continuation of regulatory agencies and programs be part of the Governor's even-numbered year budget submission. Requires a county to obtain approval for sewer projects that involves state land from the appropriate state agency rather than the Office of the Governor. Designates the last Friday in April as Arbor and Bird Day. Designates the first full school week in May as Illinois Law Week. Removes the requirement that the Governor approve the appraisal of diseased animals whose slaughter results in a claim for reimbursement from the state. Further removes the requirement that the state mine inspectors provide bonds approved by the Governor. Be glad to answer any questions that you have."
