It was brought to me by a constituent who is the bereavement coordinator for a hospice program in my district. Those of you... I think... I won't belabor the point. I think all of you are familiar with hospice and what it does in allowing people to spend the last weeks or months of a terminal illness with a measure of dignity and being surrounded by family and friends. I think you're all familiar with it. This is an attempt to create a hospice license plate with all of the extra fees. There will be no cost to the state. $25 of the renewal fee would go into a hospice fund and be administered by, if memory serves me correctly, and I may be wrong on this, is the Department of Public Health. I'll be glad to answer any questions that you have."

If it fades into the current color scheme, I think it may lose some of the impact. But that's a decision to be made by Secretary White, not me or certainly not in the Bill."

I'm sorry, school energy conservation grants. These... this provision would allow a vocational center to apply for a performance contract with a heating company, when they wish to upgrade. For example, the Capital Area Community Center in Springfield is all... is a 1970's built, all electric building and there are electric contractors 200 Bills... $250 thousand a year. They would like to be able to have a more energy efficient system, but the cost is prohibitive. If they could utilize this provision of the school energy conservation article, they would be able to pay for the upgrade, using the savings. I would like to emphasize that this provision does not in any way compete with pup... excuse me, with public schools that are now using it. It simply allows the vocational centers to enter into their own performance contracts for construction upgrades."

"Last week when we were in Session, one of our Members had inquired as to the cost, to the Speaker, of the replating for our legislative plates. I followed up on that to get back to the person who asked the question. And the Secretary of State's Office informed me that for the 177 Legislators to have it replated it was less than a thousand dollars. They also pointed out, that as a result of the replating, 65 thousand people who had not registered the year before but had registered in prior years, registered their plates and brought in over $5 million to the State of Illinois."

The question 8 STATE OF ILLINOIS 92ND GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 91st Legislative Day February 5, 2002 was not so much as to what it costs to get Legislators a 2002 plate in the new color scheme, as it was the fact that it wasn't necessary. We already have a 2002 plate. Our plates are given to us when we are sworn in in January and they are good for two years. And I've already renewed mine, as I hope all of you have, for the $78 renewal fee. The question raised by Representative Winters, and I don't purport to speak for him, was that why were these plates made at all? We already have a plate on our car that is good until January of 2003. Now, do I take the current valid plate off and put the new color scheme plate on? I don't think so. That was the only question we were raising, is why that that was necessary. It seemed duplicative and unnecessary, plus the fact that most of us got a registration with that plate that indicated we owed $78 for that plate. And when we called over there, we(sic-they) said oh, that was a mistake. You'd already paid for it. So that was the question we raised. We thought that the duplicative plate was simply an unnecessary exercise, whether it costs $10 or a thousand dollars, it didn't need to be done and it surely didn't need to be done for Legislators. That we're the last group that ought to have a extra plate made for us in this time of a budget crisis. So, I simply rise to defend Representative Winters in his request that he asked last week."
