"Thank you, Mr. Speaker. Senate Bill 151 simply prevents the Department of Public Aid from reinstituting the IOC's for our nursing homes. If you feel that the care of your loved ones in a nursing home needs to be taken care of rather than paperwork filled out this is the Bill you've been waiting for this Session. These IOC's were a thing of the past, haven't been used for about ten years except on request. And it takes resources from our long-term care facilities. And I'd ask for an 'aye' vote and be glad to take any questions."

"Thank you very much, Mr. Speaker. I rise in strong support of the Bill. The Amendment to the Bill incorporates some of the language I had in a separate stand-alone Bill. And while the hour grows late, I still think it's wrong for the Department of Public Aid to initiate the inspection of care model after this was on the 4 STATE OF ILLINOIS 92ND GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 117th Legislative Day April 10, 2002 shelf for some nine years. They've already moved the starting point of the inspection of care model back at least six weeks, because as we suspected some time ago I think they're having trouble finding staff who know how to do this. They're finding problems with the nursing home industry in that they haven't done it for some period of time. And I fail to understand some six or eight weeks ago why we were rushing into this. I certainly fail to understand it today. And I just simply rise to support the Gentleman's Motion to vote 'aye' on this Bill."
