But the Bill is… deals with the problem that we have as we pass our license plates… the specialty plates that we pass out of this House as each one of us or most of us have carried different Bills over the years for the license plates. What we’ve done is, is we’ve always been told that they will not be printed until a certain number is reached, but that has not been the practice. And so this is… basically codifies in law that the practice will be done and not only that the groups that these are issued for are to set forward a bond until those plate numbers are reached. And I’d be glad to answer any questions.”

That particular line was placed in the Bill so those plates which require a… someone to have received or have certain qualifications, such as a military medal or those type will receive those… they do not fall under this and they are exempt from that, so that the military plates are still available.”
“So an ordinary individual who has served in the military could get a Marine plate, for example, but if he was not wounded or injured in action he could not have a Purple Heart plate?”
“He could receive a Purple Heart plate. If he was not wounded in action, he could not receive a Purple Heart plate.”

“Representative, the only… the only language that concerns me in the Bill is that it appears that you’re being retroactive. That existing plates that, for example, one that I sponsored some years ago, Korean War Veterans. As they continue to age and die off they may very well, in fact, may already, I don’t know, fall below the 15 hundred issuance threshold. Would that mean that a category of plate… license plate that we authorized under law, prior to the Act you’re amending, could literally disappear if they didn’t get 15 hundred renewals every year?”
“First off, the example that you used, as far as the Korean War plate, that meets the requirement of specific eligibility, so that would not be included in this.”

“However, if the plate, for instance, one of the examples brought forth by the newspaper report that first came and brought this piece of legislation into existence is the fact that the Illinois River plate, there’s only been less than a hundred of them purchased and every time they renew those they print a hundred more of them at the cost of the taxpayers and no benefit to the original plan. So, yes, they would fall under this and that would be retroactive and after a three-year period they would finally quit printing those unless that group came forward or someone sponsored that group to bond those plates.”
“So, that… that would include university alumni plates that we authorized sometime ago, the domestic violence plate. What… what… is there any language in the Bill that provides for constructive notice of these entities that wanted these plates to begin with so that they can contact members of an affiliate group or ya know, to try and save their plate or are they just gonna get a notice in the mail someday that, I’m sorry, but your plate no longer meets minimum issuance standards so you’ll have to send your plate back?”
“There is nothing in the Bill that gives… gives notice. That would… the only thing that I know that we could is, is we could request the secretary to do that and… and could very well do that, I think.”
