And every morning there was always a race to see which one of the two farmers and the one old truck driver who would get through the door first, but then whenever it was said and done, we’d go downstairs and share breakfast before anybody else got here. One of those farmers was Ron Lawfer who’s up in the gallery today and the other, Dave Wirsing. You could always depend on him being there. You could always depend on the good jokes we’d have in the morning to try to lighten up the day before it started. And yeah, we’d talk about politics, too, but it was always put in perspective, with our family and our friends in our own home districts. When you become wingmates and kinda friends in that aspect, you see a lot more of each other’s friends and families and develop a closeness. David always had a unique way of speaking with his hands and I don’t know how we can replace the friendship, all we can do is hold on to it and remember it, because in the realm of all the things that we deal with around here, David was a great friend. And to the family, I wanna say thank you for sharing him with us and thank you for sharing him with the State of Illinois. He was a lover of life and a lover of people and we all loved him very much and he’ll be dearly missed.”

I have the district next to David’s and the first political fundraiser I ever went to was Dave Wirsing’s. My wife and I drove over to Sycamore and went to a kind of a western dance-like thing and Dave looked at me and smiled and talked a little bit and he says, ‘Well, we’ll know in the next couple weeks if you really have the fire in the belly.’ I had no idea what he was talkin’ about, but maybe it was heartburn from the barbecue. I learned quickly and he was always there for advice and help. Dave knew education very well and we had many, many discussions about the way to fund education, the role of the state board, the role of the local boards, higher ed and how this all played together. As a former superintendent, I relished those conversations and the wisdom that Dave gave. He truly loved his job. He truly loved serving the people of his district and to those that were able to make it to the celebration of his life, you know how well he was liked. It was a tremendous, tremendous tribute to Dave. Many, many of you made that journey from both sides of the aisle and it was really heartwarming to see how many friends Dave has. We’re gonna miss him, we’re gonna miss his jokes, we’re gonna miss the time that we shared together. I truly also wanted to join Mike in thanking the family for allowing David to share his wisdom with all of us. He can never be replaced, but we will always hold him in our hearts. And he would share with me the wisdom of not only his many years on this earth, but his many good years as a Representative for the 70th District and he would give me the insight of his years of experience and of course, all of the things that he had accomplished through his life, but never in a boastful way and make me see things in a more proper light. I feel not only have I lost a great mentor, I have lost a great friend as every one of us in this Body has. And I truly want to join Representative Mitchell and Representative Bost in thanking Nancy and the family for allowing David to serve not only the good people of the 70th District, but to be the fondly-loved, greatly-respected man of honor, Mr. David Wirsing. It certainly is a privilege for me to be in the same class that started out together here in the General Assembly and next door to him on the H-wing of the Stratton and we continued that during our whole duration of service here. I’ll certainly second all those kind comments that have been made by our other colleagues. You know, I think, one of the things I’d point out is that Dave Wirsing, Representative Wirsing, was an eloquent voice for agriculture and for education, none finer and he took those obligations extremely serious. He certainly was a friend to all. He set a standard, a very high standard, for honesty and integrity in government. If everyone approached the political process like David Wirsing, we wouldn’t even need new ethics legislation because it was automatic, that was part of his character. He didn’t need a law to tell you that do certain things that way. He’d been down to pick up some office mail, went down to the post office and had met several other people in the community on the steps of the post office and that was before we all had cell phones and he got back to his car and he had locked himself out. After he’d said goodbye to all those people, see ya later, you know. So, he said, it’s kind of embarrassing to have to walk back up and way… why you comin’ back. Well, he had locked his keys in his car. Now, he could always laugh at himself and make sure that you didn’t take yourself too serious, have fun, sure, but keep things in perspective. I think, as we reflect on Representative Wirsing, I think of him all these things said, a friend, a serious Legislator, but yet one that could take time and laugh. But he really became a rock, a foundation, for the rest of us. Really, a moral compass for the direction that we all should be headed. We appreciate that. We thank Representative Wirsing for his service. We thank his family for sharing him and he will truly be missed. Thank you.”

We worked together in subsequent years on development and smart-growth type legislation. He was very concerned about issues like farmland loss. Most recently, I had the opportunity to work with him on the Higher Education-Appropriations Committee and to be with him last fall on my first visit to Northern Illinois University which was absolutely an institution, the greatest pride for him. He was passionate about everything that the university was accomplishing and protecting the university’s ability to continue to accomplish those things. So, in addition to the loss that we all experience in losing Dave’s perspective here in this chamber, I know I will always remember him fondly as a great Gentleman and tremendously knowledgeable and dedicated as a Member of this chamber. He left some very big feet to fill and as I move around the 70th District, I find out how much people there appreciated him as you have expressed appreciation here. He was a man that was very well suited to listening to his constituents and then representing them on this floor. I know from all of us back in the district, we appreciate the opportunity to have him work with you in moving major pieces of legislation and solving issues that were important to our district, as well. I think that it’s important to talk about how loving he was, how kind he was, and how humorous he was. I have been a supporter of his during his six runs at this House and I think every election time he would always tell about his first days on this floor. In fact, his first days turned into a year where he says with humor, it took him almost a year to find out where the men’s room was. But I think all of you know that Dave found his way around this Capitol very well and that he served his district well. I do have to tell ya, Mr. Speaker, just on a lighter note, I look at the… on the Resolution, he received a Friend of Agriculture award. It could probably be amended and I have to tell a quick story that… and Dave enjoyed this story. When I first came down here, I was elected from a… at that time, a largely rural area. Kendall County, at that time, didn’t have all the rooftops it has now and it was primarily agricultural. Well, the members of the agricultural community were suspect of a Methodist minister’s son ‘cause they didn’t think he knew anything about farming and they were right. And so… and I didn’t know a whole lot about the Farm Bureau, but I realized I probably oughta be careful of how I vote. So, I went up to David and excuse me, guys, I never really called him David, I just said Wirsing all the time, but I go up to Dave, I said, how do I vote on a couple Bills? Well, I soon realized that all I needed to do was look up on that board and I would just follow him on every agricultural vote. Well, after the first year, we’re home for the summer, I get a call from the Farm Bureau and they brought an award for me and said I won the Friend of Ag award. Well, I had no idea why I won it. They said, well, you had a hundred percent voting record. So, he… and then I did that for the next ten years, so he always asked me when he was gonna get his award back from me because the truth is I did follow his lead and I’d follow you, occasionally, Ron Lawfer ‘cause your votes are pretty good on agricultural issues. But… and Dave enjoyed that. I think that and unfortunately it takes today, days like this that we reflect. But I… the beauty of this chamber is that we have so many opportunities to learn. Certainly, we have opportunities to learn when Bills are filed and we debate and we argue public policy, but we have opportunities to learn and grow because of the relationships that develop throughout this chamber. Whether you’re from downstate or you’re from the City of Chicago, you’re African American, you’re white, you’re Hispanic, these tremendous relationships develop throughout this process and they’re wonderful relationships. Little did I know 12 years ago when I got here, again, as I said, the son of a Methodist minister who had lived in north Alabama and the south side of Chicago, would develop a relationship with an individual who had been in the… you know, Methodist ministers we moved around all the time. Dave Wirsing had been in DeKalb almost all is life except the times he was in the Army. All his life except the time he was in the Army. He had been a farmer. But he and I have spent some time and I have to say over the last three or four years we got to know each other better. But we had a… we developed a good friendship and I would never have had that type of 09300089.doc 20 STATE OF ILLINOIS 93rd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 89th Legislative Day 2/3/2004 friendship if I wasn’t in this General Assembly. And I… as I got to know Dave and as I got to know him over those years and I even heard things about David at his funeral and the celebration of his life, as Jerry Mitchell talked about it. It was clear that Dave Wirsing was a guy that loved not only his community, he loved all the things about DeKalb County. He loved his church. He loved his family. And he loved this institution. He loved this institution with a great deal of… a great deal of love and he liked working with both sides of the aisle. When I talked to Speaker Madigan the night that David passed away, Speaker Madigan said, ‘You know, Dave Wirsing always used to come up and talk to me.’, and he said, ‘I always enjoyed that. He would step up on the podium and talk to me.’, and he said, ‘I always enjoyed that that he was… he was someone that was willing to cross the aisle and come over to the Democrat side.’ The other thing about David is that he recognized this opportunity to learn that we all should take advantage of. Here’s a guy that came down to the Illinois General Assembly that was known as the pork producer and the hog farmer. And he… and he continued to have an interest in that community and he represented it very well, but he evolved himself and grew himself over these 12 years in the Illinois General Assembly where he really became one of the gurus on higher education and he was really someone that all of us looked to. And he’s someone that we looked to last year, in particular, on higher education issues when the Governor’s budget 09300089.doc 21 STATE OF ILLINOIS 93rd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 89th Legislative Day 2/3/2004 challenged the universities, challenged them on a fiscal manner of what they could do and David brought people together. And he brought people together from both sides of the aisle, he worked with the Governor’s Office, he worked with the university presidents. And it says a lot about the kind of man he was that he could go from just one aspect of his life of being a pork producer to taking care of higher education needs in this state and I think that says about… just so much about David that he was willing to grow and to learn. I had an opportunity to be with David the week that he passed away. And I got to spend almost a day with him up in his district and I remember saying, ‘ah, I’m gonna up and spend a… spend a day driving around DeKalb County and Sycamore and I don’t know if I really want to do that.’ Well, clearly, I’m glad I did it, but what was nice about it was the people in his district understood the love and the caring he had for your community as a Representative because we had an opportunity to spend some time in a group setting with people from domestic violence shelters, from the business community, from the school community, from the higher ed community, and every one of them unsolicited started talking about how much Dave Wirsing had done for their particular cause and how committed he was and how much they appreciated it. And as you know… as you knew about Dave Wirsing he wasn’t a guy that was a ‘rah, rah, guy’, he was a guy that simply did the right thing and did what he thought was best for the state and what was best for this community… his community 09300089.doc 22 STATE OF ILLINOIS 93rd GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 89th Legislative Day 2/3/2004 and what was best for his family. He was a good guy and I… we all spent a lot of time with him and we spent ways with him and spent time with him in different ways and he has left his mark on this institution and we, as someone said earlier, will be forever grateful.
