There are nearly 400 thousand young people in Illinois involved in 4-H. And as I represent a rural area, I get to see them at county fairs, I get to see them at special event days and so… and a number of activities. Let me just tell you, this is a wonderful organization. We have 30 thousand adults participating, many of them in a volunteer capacity and I’ve been doing this for 18 years and I’m always amazed at the quality of young people in 4-H, some of the things that they do are amazing. This Bill very simply allows that in certain cases where there is a government- assisted housing already in a neighborhood many of these have had 20-, 30-year’s conditions to make them affordable, to keep them affordable and this Bill says that if that owner wants to terminate or prepay these mortgages so that they would no longer be part of the affordable housing system, then the tenants would have a right to form a tenants organization, partner with a not-for-profit or some other developer or property manager and would be able to, essentially, offer to buy that property and to keep it affordable. There are examples we heard in our committee last week of tenants who have already done this very successfully, seniors and other vulnerable people are able to remain in their homes. There are over 30 thousand project-based Section 8 units that are at risk in this next few years of meeting… coming up to that 20-, or 30-year time limit. So, this Bill, passing right now, is a very important part of making sure that we have some affordable housing in Illinois. And I urge your ‘aye’ support.”
