“I wonder if you could get the attention of the Body for just a moment? Not working very well.”

“Mr. Speaker, it was a little bittersweet this last filing period, it was the first time in close to 40 years that I haven’t filed for some office. And of course, you… when you’ve been around that long you wonder about what… what happens tomorrow or what happens to the next day. But over the summer and in the fall I had the opportunity to participate in some very interesting events which were as a result of Speaker Madigan’s willingness to allow the committee in which I chair to go ahead with some hearings on two major issues, one was the issue of autism and the other was the issue dealing with the Olmstead decision. And I wonder if we could just have a little more attention. I’ll be… I won’t be too long. Now, for the Members reflection, Olmstead U.S. Supreme Court decision basically says that people that suffer from disabilities should be housed or allowed to choose the most… the least restrictive setting 09400076.doc 8 STATE OF ILLINOIS 94th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 76th Legislative Day 1/11/2006 for a place to live in, which basically says you don’t wanna put people in institutions, you wanna put the people in the community settings. And what has happened in the State of Illinois is we are very heavy in institutionalization. Part of our hearings… what it taught us about Olmstead was it was important that choice be a factor in an individual’s future. Now, this is important now because this issue will come before you this Session on how we address housing and the very critical issue of how people can move forward with their own lifestyle under the definition of Olmstead. And I ask you to try to pay some particular attention to that issue because within the definition of some of the proposals people are saying institutions are places like Misericordia. And Mr. Speaker. They’re saying that institutions are places like Misericordia, which has a famous reputation throughout the country as caring for people with disabilities. So, when you go into a definition of that you gotta be very careful. The second issue I want to talk to you briefly about is autism. Now, for those of you that are parents of people that have been newly married, imagine this as a newly married couple facing their first childhood experience and understanding that today every 1 of 160… 166 births will fall within the autism spectrum. Can you imagine that? Every 1 in 166 births will fall within the autism spectrum. In the last 5 years, the diagnosed cases of autism has increased by 86 percent. It is, without a doubt, a national crisis that we must in this state pay attention to. So why am I bring it up now? Because this is the start of a very short Session. The State of Illinois 09400076.doc 9 STATE OF ILLINOIS 94th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 76th Legislative Day 1/11/2006 should be participating in the training and education of people that deal with autistic children. We have a program in the State of Illinois and that program sets forth training, it’s called the Illinois Autism Pervasive Developmental Disabilities Training and Technical Assistance Program. This is for parents that have autistic children. Do you know how much money the State of Illinois puts into that program? Not one cent. Not one cent. It’s all done by fed funds. And when we have the hearing and we say, ‘What’s going on? Why is this happening?’ Well, the Legislature hasn’t given us the money. I say, ‘Baloney. You never asked for the money from the Legislature.’ If we take and just concentrate and put $1 million into this program to train people to care for autistic children, we will increase it by 1 million percent. Imagine that. One million dollars. We also have a program called the Autism Program, and they recognize without que… without question, autism is a national public health crisis. The increase in prevalence, the lack of services and trained providers, and fragmented system of care have resulted in devastating consequences for children with autism. Ladies and Gentlemen, you can make a difference. You can make a difference in how children are educated that suffer from this affliction of no choice of theirs, no choice of the parents, ‘cause we’re being told nobody knows what’s happened or how it’s happened. And this is the Session we’ve gotta do it. We’ve gotta put in at least $4 million into the program, we’ve gotta put in at least another million dollars into training, we have to look at the 09400076.doc 10 STATE OF ILLINOIS 94th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 76th Legislative Day 1/11/2006 Olmstead decision. And catch this one. You talk about putting people in less restrictive setting. Jim, do you know that we have no funding for CILA placements in the State of Illinois? We took it out in the last budget for emergency placements. That’s where a mother might have a heart attack and can’t care for a disabled young child and there’s no emergency placement funding. Yet, we’re told, ‘Oh, we’ll take care of everybody.’ They don’t take care of everybody. We need $15 million in CILA emergency placements and $15 million for new CILA slots. I’ve only talked to you about approximately $40 million. We can find it in the budget. And yet, in this Session we’re told that individual Legislators cannot put an appropriation Bill in and get it passed. I say to our Leaders, let’s make sure that we tell this administration that we need funds for the disability community. We need it now. We’re tired of being ranked so low in this country and we need them to become our advocates. Thank you very much for the time you’ve given me to make this little comment. Thank you.”
