"And the record will so reflect. There being 105 Members present, a quorum is present. On page 3 of the Calendar, under Consideration Postponed, we have Senate Bill 490. Representative Hannig."

"Thank you, Mr. Speaker and Members of the House. This is a Bill we debated during the Veto Session and I think there was some misunderstanding with it, and I believe that the business community has talked to a number of Members on both sides of the aisle. Senate Bill 490 is something that's agreed to by both the business community and labor and it will permit the State of Illinois to meet the terms of a recent settlement with the U. S. Department of Labor. The agreement resolves the claims. We do know that there's no dispute that all the workers who received the benefits were, in fact, certified by the Federal Government. The money that covered the agreement will ultimately come entirely from the special administrative account which is dedicated exclusively to programs administered by the Department of Employment Security. There will be no additional costs for business or labor and no strain on the GRF if we pass this Bill. So, we debated it a bit earlier. I think most of you, I hope, understand what's at stake here. We could… if we fail to pass this Bill, we could have citizens of the State of Illinois being asked to give back unemployment and we could see businesses in the State of 09400142.doc 12 STATE OF ILLINOIS 94th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 142nd Legislative Day 1/8/2007 Illinois lose their tax credits. Otherwise, it could have an adverse effect on their unemployment insurance rates. So, therefore, we would encourage the Body to support this legislation, Senate Bill 490."

"I had a discussion after the Bill went down with the department and they pretty much answered all the questions that I had. My only concern is that they have redone how they're working… paying these benefits, which I think is a good thing. They… they weren't particularly correct, supposedly they're right now in compliance with how they should be doing it. My concern was that they had a problem to begin with, but my understanding is that the money will go back. I do no think that because they did not do the job right originally that employers should have had to pay for this. So, the whole point would be to retain this area, this geographic area, as a place where important medical services are made available to the community. I know of no opposition.
