This is a Bill we debated during the Veto Session and I think there was some misunderstanding with it, and I believe that the business community has talked to a number of Members on both sides of the aisle. Senate Bill 490 is something that's agreed to by both the business community and labor and it will permit the State of Illinois to meet the terms of a recent settlement with the U. S. Department of Labor. The agreement resolves the claims. We do know that there's no dispute that all the workers who received the benefits were, in fact, certified by the Federal Government. The money that covered the agreement will ultimately come entirely from the special administrative account which is dedicated exclusively to programs administered by the Department of Employment Security. There will be no additional costs for business or labor and no strain on the GRF if we pass this Bill. So, we debated it a bit earlier. I think most of you, I hope, understand what's at stake here. This Bill would say that if, and only if, Madden were determined not to be used… useful to the state any longer or the secretary of the Department of Human Services to say we don't need this property any more then Loyola University would be in a position to be the first offerer to buy that property at fair market value. So, the whole point would be to retain this area, this geographic area, as a place where important medical services are made available to the community. I know of no opposition.
