And in the gallery immediately behind me, we have Kevin Riggs and C.K. ‘Chip’ Casteel Junior who is the Senior Vice President for Public Policy for this association and I'd like to just give them a round of applause because of all of the food and beverages and their just continual support over the years. We want to thank Kevin and Chip for being here today. And while we're at it, I'd… I want to make the trophy presentation at this time. I know we're in the middle of business, but I will think no better time then now. I'd like to report to the House that, first of all, we suffered no casualties after the game yesterday, which in itself is a big win. The only minor casualty was Representative Riley who… who sacrificed his body to make certain that the practices were perfect. But we do want to thank those guys. Last night's game was one hell of a game to those who were there. The House was in rare form. We were well represented. The females on our team did an excellent job. As you know, we've tried to increase our gender. We had Lisa Hernandez, Chapa LaVia, and Susan Mendoza they proved that women can play this game as well. And of course, the all-star lineup that say how much of a bipartisan effort it was. We had Sullivan on the other side, Hannig, we had a lot of new guys that really pitched in and did very well. Coladipietro left his… no, Reboletti, I think. Was it Reboletti or… He left his uniform at home, so we had a little bit of a problem, but when it was all said and done, the effort was well worth it and none other than our… our MVP yesterday was Representative Bob… Bob Molaro. He did one hell of a job on the mound. A few of the Senators were a little concerned, but in his own right he did one… We had… we had some power hitters here and I don’t want to start giving you a play by play. I know read Rich Miller's blog today on some of the players, but Bradley didn’t suffer any injuries over first base. Dan Reitz, as always, did a great job there. I need not tell you anything about the battery, it looked pretty good and… and of course, at shortstop and third base we had the tandem of D’Amico and Osterman and it was just one tight game. I understand the situation that you’re discussing. I don’t know how they had a reading of the relevant statutes that all individuals had signed in to testify be named as defendants, but there are, in fact, individuals that would have a vested interest here. I don’t know that people are paying enough attention, I don’t know that I can stop this, but I would urge you to think about what you’re doing here, because you may have somebody that has a very, very tangible right and legitimate interest in this case, not knowing that they have 40 days after the decision of the zoning board, when normally you have 45 days to appeal, because not knowing that after 40 days the matter is appealed up to the Circuit Court and the property rights that they thought had been settled by the zoning board are once again going to be litigated without any knowledge to that party."

This would set up ten (10) all… ten (10) birth centers, alternative birth centers, freestanding birth centers for deliveries, normal, safe, low-risk deliveries. There is a crisis in Illinois with one hundred (100) Illinois counties that have a shortage area, an identified state physician and federal health professional shortage area and Illinois women are being deprived of a safe childbirth option, despite research providing its safety and high rates of patient satisfaction. So, this is an attempt to create kind of a model… a model with ten (10) alternative… ten (10) birth centers, freestanding birth centers, in different parts of the state. There are… within the Bill there are strict regulations for who has what kind of professionals have to be onboard for coming up with rules as to the… what kind of women should be served.
