"House regular Session Perfunctory Session will come to order. Introduction and reading of Resolutions. House Joint Resolution Constitutional Amendment 24, offered by Representative Madigan. RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING HEREIN, that there shall be submitted to the electors of the State for adoption or rejection at the general election next occurring at least 6 months after the adoption of this resolution a proposition to add Section 8.1 to Article IV of the Illinois Constitution as follows: ARTICLE IV THE LEGISLATURE SECTION 8.1. BILLS INCREASING PENSION OR RETIREMENT BENEFITS A bill that would increase the benefits of members of any pension or retirement system of the State, any unit of local government or school district, or any agency or instrumentality thereof may become law only with the concurrence of two-thirds of the members elected to each house of the General Assembly. SCHEDULE This Constitutional Amendment takes effect upon being declared adopted in accordance with Section 7 of the Illinois Constitutional Amendment Act.
