Starting in 1922, just two (2) years after women were given the right to vote, Lottie Holman O'Neill was the first woman elected to the Illinois State Legislature and she continued to serve for forty (40) years. Two (2) years later in 1924, Florence Fifer Bohrer, the daughter of our Governor, was the first woman elected to the Illinois Senate. And in 1967, Genoa S. Washington of Cook County, became the first African-American woman to be elected to the Illinois House followed by Earlene Collins, the first African-American woman to be elected to the Illinois Senate in 1977. The first woman in a leadership position in the Illinois Legislature was Celeste Stiehl, who became Assistant Majority Leader in the House in 1975. And moving right along, Adeline Geo-Karis of Lake County in 1985 became the first woman to serve as Assistant Majority Leader in the Senate. Then Dawn Clark Netsch was elected as Comptroller in 1990 and she became the first woman to be elected to a Constitutional Office, and four (4) years later she ran for Governor, becoming the first woman in Illinois to be nominated for that job by a Majority Party. And Judy Baar Topinka in 1944 was the first when she was elected State Treasurer. In… Okay. When the new sales tax, which was approved the other day by Cook County board, takes effect on July 1, residents of the City of Chicago will hold a distinction on having the highest tax burden of any taxpayers in the entire nation. Let me repeat that. The number one tax burden in the entire country. You and your allies in the Cook County… in Cook County have remarkably and successfully… been successful at three (3) things: taxing people out of their homes, taxing business either out of the state or out of business entirely, and now taxing consumers right out of Chicago and Cook County. You see, I'm not alone in this observation. Tony Lezzaro of Harwood… Harwood Heights wrote to the Chicago Tribune, 'It seems whenever the political leaders can not come up with a solution to fix any of the budgetary problems, they fall back on the plan, as always, to raise… as always, to raise taxes or tack on fees. Starting immediately, I will stop shopping in the City of Chicago and try to avoid shopping in Cook County. I will encourage others to try to do the same.' And Patrick Duncan of Chicago wrote to the Tribune, 'Our Democrat Mayor, Governor, and the County Board President have worked together to raise taxes at every level. Chicago has the highest of any major metropolitan area… taxes in the… in any major metropolitan area in the country. On a small scale, we will buy our gas and bottled water elsewhere on a regular basis. On a larger scale, businesses will locate in other states. People who take jobs with those companies will buy houses somewhere else.' So, with that, congratulations, tax and spend Democrats of Illinois, you're number one."

"Ladies and Gentlemen of the House, the first ten (10) years I served in the House of Representatives I represented Lamont, which is part of Cook County and earlier this week there were constituents that came down on a number of different issues and I went to one of the receptions and ran into an old friend of mine, an old supporter of mine from Lamont, and I asked him how everything was going in Lamont. And he indicated to me, 'You know, Jim, at some point you've got to stop… you've got to prevent us from having to pay the high taxes in Cook County that we're paying.' And he's a gentleman that's retired. He said, 'I want to stay in my home, I want to continue to live in Lamont, but quite frankly we're thinking about going to move where my… my daughter is living in another state, because we just can’t afford it here.' And that's not only felt by people in Lamont, but it's felt by people in other parts of the state and other parts of Cook County. A case in point, David Harris of Arlington Heights, in a letter to the Chicago Tribune writes, and I quote, 'Old habits die hard and it's easier to raise taxes than to make the right choices to deflate a bloated bureaucracy.' I think he has a point. And all we do here basically is talk about what revenue source we want to increase, not on how we can save through economies of taking a look at programs that aren't working anymore and doing away with those if we feel that something else is better. This is a city and a county that is in rapid state of decline and decay. What a shame.' And that's the end of the quote. "Mr. Speaker, as you know, Cook County will soon charge the highest sales tax in the nation. Cook communities that are close to the border with other counties like Palatine, which I represent, will be devastated; I mean, devastated by these new taxes. Why would families in Palatine, struggling to make ends meet, pay more to shop here when they can drive just a few extra minutes to Lake County and pay much less? According to a recent article in The Daily 09500239.doc 7 STATE OF ILLINOIS 95th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 239th Legislative Day 3/13/2008 Herald, 'After the increase goes into effect, Palatine's going to have a 3 percent higher tax rate than nearby Deer Park in Lake County.' That's about a five-, ten-minute drive. So, a hundred dollar ($100) item purchased in Palatine is going to be three dollars ($3) more expensive than if it was bought at the Deer Park shopping center. This is going to be the end, the end for some suburban Cook County businesses. The end. It'll cost jobs. It's going to cost municipalities, and park districts, and schools the tax dollars that they need to operate and provide services. In fact, Palatine is talking about the possibility of seceding from Cook County altogether because they are fed up. They've had enough and I support them. Thank you, Mr. Speaker."

"In Illinois, we are looking at a budget that is so seriously out of whack, that we're hearing tax increase proposals. Time after time, we've seen tax increases already this year, sales tax in Cook County, sales tax in a collar county, increases by the Cook County board. And now when we're trying to balance our state budget, what do we hear? More tax increase proposals. At the federal level, both Republicans and Democrats realize that in a time when the country is losing jobs it is not a time to raise taxes. As Illinois raises taxes, we're going to be driving jobs out of our state. Families will not be able to earn a 09500239.doc 8 STATE OF ILLINOIS 95th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 239th Legislative Day 3/13/2008 living, they won't have the new jobs, the new companies that we need to create additional jobs. In May, most families are expecting to receive back three to six hundred dollars ($300-$600) in rebate checks from the Federal Government. But what's going to happen when they go out to spend it? They're going to find that suddenly Illinois has higher sales taxes. In my district, because of these high taxes, I'm afraid they're going to spend those rebate checks in Wisconsin. We're going to see sales increases in Illinois, we're going to see them in Missouri, we'll see it in Kentucky, Iowa, Indiana, anyplace but Illinois. We are proposing, the House Republicans are proposing a sales tax holiday, four (4) days over Memorial Day weekend when you'll be receiving your rebate check from the Federal Government, you can spend it on items of six hundred dollars ($600) or less in Illinois and not pay sales tax. What a novel idea, lowering taxes. It's time that we did this. It will bring about forty million dollars ($40,000,000) in tax relief on the estimated sales over that weekend alone. Fifteen (15) other states have done sales tax holidays. In fact, some of them are doing it a second time, even a third time, because their constituents like the fact that their states can live with a little bit lower tax burden. Illinois should learn from their successes. And I hope that the Democrats in this chamber will join with the Republicans and vote for a sales tax holiday Memorial Day weekend, four (4) days only. Be there or be square. Spend your money in Illinois. Now I'll mention the fact that we have a few fingers over on this 09500239.doc 9 STATE OF ILLINOIS 95th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 239th Legislative Day 3/13/2008 aisle. They're not… they're not exactly an insult, but they do say that Democrats rate number one on raising taxes. Now they're red. Why did we choose red as the color? Because you're bleeding our taxpayers. You're bleeding our consumers. The state is also in the red, both this year's budget, next year's budget, and let alone any chance of getting a capital program this year if we continue to bleed our taxpayers dry, they won't have the money to support the state economy. The bleeding of the taxpayers, we have to stop it. Help us to lower state taxes if only for four (4) days. Thank you, Mr. Speaker."

I also noted with great interest that most of the speakers don't even live in Cook County, but we who do appreciate your great concern for the welfare of Cook County residents. I would also add that at some point in this Session we may see legislation to advance economic development all over the state, including Cook County. It was in 1908 that AKA was founded by African-American college women on the campus of Howard University in Washington, D.C.
