I've been posted to Chicago since the first week of December, and it's a privilege and an honor for me to be received by you here in your very, very busy schedule. There is a long tradition of close relations between Ireland and the great United States of America. Generations of close family ties leave me with a very strong sense of being at home here in Springfield. I… indeed, I've meet some of my fellow countrymen this morning. Fundamentals of the Irish economy remain healthy. We have a young, well-educated, outward looking and dynamic workforce. And we have a lower burden of taxation on both capital and labor. U.S. investment in the Irish economy continues to be very important as we manage the transition into a leading 21st century knowledge-based economy. And for many U.S. countries Ireland provides the critical access to markets in Europe and beyond. Ireland is also a location for young, highly educated, English-speaking and adaptable employees and provides a regulatory tax environment that is attuned to the needs of business. Of course, investment and business is a two-way street and many Irish companies are investing in the U.S. At the start of this year, New York Times ran an article entitled, 'Ireland is alive with enthusiasm and entrepreneurship.' And these entrepreneurs have global ambitions. Irish companies now employ over eighty thousand (80,000) people across the fifty (50) states. However, we still have a number of young people in Ireland who wish to follow the footsteps of previous generations to this great country to find employment. These are hardworking, well- educated young people who would be an asset to any country… any country's economy. And while we fully appreciate the difficulties involved in framing equitable nondiscriminatory legislation in this field, on behalf of the Irish government I look to you to continue supporting a comprehensive immigration reform that will work to the advantage of the U.S. economy, and present to future generations of aspiring immigrants. And certainly those who are in this unfortunate circumstance, being detained in our society for a sometimes extended period of time, are, probably those are who are at the lowest point in their life. If you remember, we just… we have a brand new department in Illinois, the Department of Juvenile Justice. It has an advisory board that the original… the creators had intended to be in operation by now. They have not yet been appointed. We're not changing that. What we did get from this… the conversations we've held with the Governor's Office is a commitment that, in fact, this executive board will now be appointed. What the Bill does and in the process of… of having these conversations, we came up with a new mission for this executive… for this advisory board, and it's a very important one. This Department of Juvenile Justice needs to look at how juveniles are treated, not only the minute they arrive in the department once they're already incarcerated, but what happens at the very first time that they're arrested and they're being held in county jail. What happens if they're being held just for misdemeanors? Is there a different kind of approach? What happens if, in fact, they're technical violations? We will have an opportunity at that point to debate the actual policies that flow from it. But at this point in time, that advisory board needs to be working together, needs to be appointed, needs working together and needs to struggle with some of these policy issues."

When we set up this… this program back in the late '90s, we actually gave that authority to the council, which oversees the program. So, they have that authority, currently. This doesn’t do anything to change that." Davis, M.: "Well, the reason I'm asking is I had a visit by some cleaners in my district who stated that a number of these provisions were putting them out of business."
"Yeah. This… I understand that, Representative Davis, and… and you may hear that from some drycleaners. I think on the whole, this program is… is widely supported by the industry, though, because if… if you recall when we established this program ten (10) years ago, it was the industry coming forward recognizing they had environmental problems and being proactive in… in trying to address those to clean up the… the spills that they have at dry cleaning facilities and do so before the EPA, whether it's Illinois EPA or U.S. EPA, came in and told them they had to do so. "Well, there… there are a number of provisions and these were provisions that were recommended by the Department of Revenue. I can go through them if you would like. There are a number of… a number of them that have been recommended having to do with the rules of the council, having to do with licenses of dry cleaning facilities, having to do with the solvent tax, which was one of the revenue streams they have in having to do with the civil penalties that the council can enforce for noncompliance." Davis, M.: "How much is the penalty if you do not buy your license?"
"Well, the… the penalty is… if you're in violation of any part of the Act, it is five dollars ($5) per day for failure to pay the license fee. It's five hundred dollars ($500) for the first violation and then that's not to exceed five thousand (5,000). And a hundred dollars ($100) per day if… if… if a solvent provide is not licensed. But, those… those provisions have been there. And have been in the… in the Act for some time." Davis, M.: "Can a cleaners purchase a solvent if he or she does not have the license?"

"There's a penalty for the drycleaner and a penalty for the solvent distributor, as well." Davis, M.: "Okay. There is one. Well, the reason I think I'm going to vote 'present' on your Bill is because a number of these cleaners have notified me that many of these requirements that they are not made aware of is causing them to lose their business and especially, when they didn't have any of those hazardous solvents. Some… many cleaners in Illinois do not, nor have they ever used, some of these dangerous solvents that this Bill is attempting to address. And yet, these cleaners are being required to pay this huge licensing fee. And then if they didn't or don’t know about the new requirements, then they're fined a hundred dollars ($100), five dollars ($5). And I think the quality of our economy and I think the businesses in Illinois we should stop trying to punish them. I believe that we should attempt to educate them where that's necessary. And I believe that we should give them so many… like a ninety-day grace period before they know about all of these new regulations. The one that I have, had a caregiver who had been the caregiver for a number of years, the couple eventually decided to get married. So, on a Friday she was qualified to be the caregiver, he was qualified to receive it. They got married and then they were no longer qualified for her to be the caregiver. And that was the income. It's no cost to the state if the spouse is the caregiver. So, this simply urges the department to change the policy. "Yeah, Mr. Speaker. As many of you know, we lost the 183rd jets from the Capitol Airport. And usually when that happens we have… fire service is provided by the National Guard at the airport. We're hoping for another assignment at the airport and rather than disrupt that, we don't have any service… fire service out there currently for our commercial airlines. And this is something that will provide a lot for the community. And we think it's a plus for the homeland security being located here in Springfield that they're trained in homeland security and they could help out all of central Illinois. Thank you."

We all benefit, our state benefits. But they bring some additional equipment to give… that can give mutual aid if needed. And so, it isn't just the airport.
