That would seem to me to fly in the face of a court precedent, EEOs, human rights, various protections that most employees have."
"Yes, they can. This is a current practice done in most… throughout the state, through most counties right now and just the title of Design Build was not put into this Bill. We do this currently, it’s ongoing, we just have a Assistant State's Attorney and one county that says it doesn’t say Design Build. The Capital Development Board uses this program. All major counties participate in this. It’s for engineering and design and it’s just a much cheaper way to save the taxpayer money that one entity oversees it all. This doesn’t give them carte blanche. They still have to come under certain bidding rules that are already established by the state. This just allows the Design Build method to be used which has proved to be very cost effective over the last couple of decades and it just continues the exact same practice."

"Thank you, Mr. Speaker, Ladies and Gentlemen of the House. I am presenting you on Third Reading House Bill 192. It provides for the purpose of determining the penalty for criminal defacement of property, if all the offenses were committed as part of a single course of conduct, the value of the properties could be added together. If this Bill sounds somewhat familiar, it's identical to the Bill I ran last spring through the 95th General Assembly, House Bill 4643. And it came from a group of concerned citizens, part of a CAPS program in my neck of the woods and some court advocates. We went after an individual who defaced 10 garages in a row, was caught red-handed by the Chicago Police Department, and regrettably we couldn't move this into a felony prosecution. It stayed as a misdemeanor, on the advice of the State's Attorney, when we went to courtroom. So, I made my promise then that when somebody gets caught red- handed doing this kind of defacement, if the penalty should be a little stronger for somebody doing this type of level of damage. So I'd ask again. This passed 106 to 0 last year. I'd ask for your favorable support again this year and would be happy to answer any questions."

So, we were in fact, giving family members a pass when they were the offenders and they were victimizing a member of their own family. Right now, there are negotiations that are going on between the four caucuses and the Governor's Office in an effort to find a way to jump start the Hospital Assessment Law that we passed last year. We passed the law, the Federal Government has okayed it, unfortunately, we don't have the cash to really get the program going. So we really have two choices; one choice is, we could borrow some money on the open market, pay the fees and the interest, or as been proposed by Governor Quinn, we could look for some inter-fund borrowing. So, one or two of those proposals ultimately have to be in play in order to make the hospital assessment happen and it has to begin to happen by the end of this month. So, while those negotiations continue to go on and until we reach an agreement, I think it's important that we move forward with the Bill and get it to the Senate so they can begin reading it on First, Second, and Third Reading. Obviously, anything that will be finalized will have to come back to this chamber for concurrence, but that's the purpose of the Bill, to jump start the hospital assessment process and it will be amended in the Senate. In other words, use it or lose it, and we've been not doing anything for a period of time and now that deadline is starting to approach and we're going to need some money to actually make it work. So we could go into the markets and borrow or we can do this inter-fund borrowing."
