Unfortunately, the commission does not represent the diversity of our state, and there are no provisions guaranteeing that the commission will operate openly and transparently, and it speaks to the very nature of this legislation. I think we need to pull this out of the record until it can reflect the diversity of the state, and it’ll have the level of transparency, and it’ll operate openly, other than just having bankers finance and… and typical accountants who are not necessarily, again, completely reflective of the ratio and geographical diversity of the great State of Illinois. So, Representative, I would encourage that you pull this from the record and come up with another Bill that reflects some of the tenants that have… of the questions that I’ve raised and that you know needs to make sense because when you’re looking at State Government, you just can’t take a banker, an accountant, or a finance expert and say, this is how State Government should be because they all bring a different disposition, as well, to a commission such as this right here. "I have received some, maybe not as many as you. They have suggested in the letters that there’s a mandate in this Bill. We passed a Bill out of this chamber a number of years ago where there was a mandate on school districts. In an ideal world, we would have a school nurse in every school to take care of kids with diabetes and asthma, and a variety of illnesses. That does not exist in the world we live in, in Illinois; that’s unfortunate. And so, the school nurses have suggested that this is an attempt to get rid of them. I would argue the exact opposite, that we would… I will continue to advocate for school nurses in the schools. In our situation, with our daughter, we’ve been fortunate enough to have a school nurse. "To the Bill. You know, I just want to briefly speak to this. I guess you really don’t know too much about type I diabetes until it reaches your home. And my daughter was diagnosed with type I diabetes the first week of June this past summer. It’s a very traumatic affect on our family, and it was a rough summer. But what I learned, in a very short amount of time, is that you don’t need be… you don’t need to be a nurse to be able to administer insulin. My wife and I, we live very close to our school. We have a nurse at my daughter’s gra… grammar school. We’re very fortunate. But it’s not us that… we’ve got it under control. We can manage it, but there are places where there aren’t schools that have nurses where, also, where parents cannot get to the school at lunchtime or at snack time when the child will need to have the insulin administered. That’s just not right. But the fact is, many of you know me. I’m able to measure the insulin. I’m able to administer it. My 10-year-old stepdaughters have been able to do it, as well. This is a good Bill. I hope you can support it. It has been worked on year after year after year. So, I would ask that you support this override, and we’ll deal with the other issues later. But this is incredibly important for those kids in those schools who don’t have the nurses, as I said earlier, or the parents are not able to physically get to the school to administer the… the insulin. And the fact is, our schools do have responsible individuals who could take up that task. I can do it. There are people in our schools can do it as well. Please support Representative Cross with this Motion."

"Thank you, Mr. Speaker. To the Bill. It’s been a great joy for me to work with Leader Cross on this Bill, in support of this. This is something that’s been long overdo and a lot of the concerns have been worked out. Representative Durkin talked about his real life experience dealing with the delivery of insulin, and how it’s affect his life, and his child’s life, his step-child’s life, and others. Clearly, Leader Cross has concerns in the same in terms of juvenile diabetes. Administering insulin is something a child can do. It’s something that can be monitored by a guardian or a parent, or some body led to be responsible for this.
