Being that February is Black History Month, I'd like to take a moment to salute Hiram Revels, the first African American to serve in the United States Senate. Revels was born in Fayetteville, North Carolina on September 27, 1827. He attended Knox College and served in the Union Army from 1863 to 1865. Revels was an educator and a minister with limited political experience. Being an African American at the time, he had never even voted. And I guess my only point from a policy stand point is, what might be good for the goose would be good for the gander. We have Steve Bartelt, Jus's father; Jeannie Kyker, his mother; Kendall Kyker, his stepfather; Shayann Bartelt, his sister; Kellen Kyker, his sister; Farrel Wright and Jo Wright, grandma and grandpa; Susan Cavanaugh, loving aunt; Patricia Meyer, loving aunt; Kealey Meyer, a cousin, Dakota Meyer, a cousin, Becca Wagner, a cousin. We also have Marine David Bartelt, a cousin, and his wife, Jaya, and their son, Crewe. Staff Sergeant Bartelt was one of two Marines in the 2nd Regimental Combat Team, 2nd Batallion, 6th Marine Regiment, 2nd Marine Division, 2nd Marine Expeditionary Force from Camp Legune, North Carolina killed in Helmand Province, Afghanistan on the Pakistani border July 16, 2010 while supporting Operation Enduring Freedom. Staff Sergeant Bartelt had served in both Iraq and Afghanistan in four different deployments. The Staff Sergeant was supposed to be on desk duty when he volunteered to go on patrol with some British Commandos that were scheduled. Justus hated desk duty and loved being out and about. He often volunteered to go out with the new Marines that were just deployed, so that he could help them get the lay of the land. The two Marines were killed by an IED. And we talked about that the last time, another homemade bomb, booby trap. Many years ago at 09700016.doc 13 STATE OF ILLINOIS 97th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 16th Legislative Day 2/17/2011 KSV Hospital in Dixon, Steve Bartelt told Jeannie at about 11:30 p.m. that if she could just hold out a little longer they would have an Independence Day baby. Jeannie's reply to that was, 'I don't think so', but she did. And Justus Bartelt was born on 12:30 a.m. on the 4th of July, 1983. Justus was a happy, proud, and daring youngster. What his cousin, Dave Bartelt, who's here with us today, didn't think of, Justin did. The cousins were practically inseparable growing up and were more like brothers than cousins. The boys were typical small town daredevils and they truly enjoyed each day in the small town of Polo. Jeannie said that if there was a family gathering or just friends over and firecrackers happened to go off, she immediately started looking for Justus and usually he was right in the middle of things. Justus started talking about the Marine Corp. when he was twelve years old. And he joined up right after high school graduation. His parents had to give permission since he was only seventeen years old. Staff Sergeant Bartelt was extremely proud of being a Marine. He was a true friend and considered the best friend by those close to him. He was a true and loyal family member and a true and loyal Marine. In talking to his parents, I found that they were extremely grateful for the outpouring of love and concern from the town of Polo and felt that everyone showed tremendous respect for Justus. There's no real comfort for the grief that a family endures when a family member's killed. Parents are not supposed to have to bury their children, but war time makes things different and the situation tends to steal the 09700016.doc 14 STATE OF ILLINOIS 97th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 16th Legislative Day 2/17/2011 joy for life.
