"I come to you in regard to Black History Month. I'd like to tell you about the first African-American Baptist church in Savannah, Georgia. The first African-American Baptist church was founded in 1788, and is one of two of the oldest claimed black churches in North America. The church remains standing and operates in Franklin Square located in historic downtown Savannah. Several companies, given agreed upon guided tour of the city and during the portion of the tour that goes through Franklin Square, it is never mentioned that slaves were bought and sold in that square. It also happens to be the only renovated area of the mostly historic and protected downtown Savannah. There are several remarkable facts about the construction of this church that make it one of the most remarkable engineering and construction projects of our history. The church played a major role in the Underground Railroad because of its location along the Savannah River and railroad tracks 09700019.doc 5 STATE OF ILLINOIS 97th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 19th Legislative Day 2/23/2011 traversing the eastern seaboard. The church was built by free African Americans and slaves who were actually allowed to leave the plantation after their day's work to participate in the construction and then return at night. It was the first building constructed of brick to be owned by African Americans in the State of Georgia. The building is listed in the National Registry of Historic Places as a contributing property of the Havana Historic District. Unlike most buildings built during that time and even today, the walls of the church were constructed and erected first instead of starting with the laying of the foundation. Like other parts of the world during this time, slaves and free African Americans all spoke different languages due to the fact that they were intentionally not taught English so they would not be able to communicate and organize revolts. Holes in the sanctuary flooring formed a design meant to look like a tribal symbol, but were actually air holes for escaped slaves who would hide in the church in a four-foot space beneath the sanctuary floorboards. The church served as a stop on the Underground Railroad and housed many runaway slaves during the Civil War. The nine-square ceiling served as symbol to show that the church was part of the Underground Railroad. All of these facts come together to tell quite a story of black history. The first has to do selflessness and sacrifice. During the construction of the church, slave owners would count slaves leaving to participate in the construction project by counting stones. Facing the threat of severe violence and death, freed African Americans were returned to the plantations in place of their counterparts and then be able to escape safely because of their freedom status. Due to their unique construction techniques, workers were able to dig tunnels from under the church beneath city hall to banks of the Savannah River and the Eastern Seaboard railroad tracks completely undetected. Along the Underground Railroad, freedom seekers needing to rest would travel the tunnel from the banks of the river to the church and be able to safely rest until continuing their journey. Once inside, freedom seekers would look up to the roof made of nine holes which would lead them to the next stop on their path to freedom. To the untrained eye, these patterns and symbols looked like nothing more than patterns on a quill on the roof, but to freedom seekers it gave instructions on how to safely continue their journey. When slave owners and police would come looking for runaway slaves, little did they know that beneath their very feet sat freedom seekers. The hidden runaways would be given advance notice that police and slave owners were coming by the singing of coded songs by churchgoers that would alert them of the danger and give instructions on what to do. Not only does this story talk about bravery and brilliance, but it talks about what America and Illinois as a great place to live. These people invented a way to make life better for themselves. They did not accept the status quo and through pure ingenuity dug themselves out of a hole and into freedom. RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING HEREIN, that there shall be submitted to the electors of the State for adoption or rejection at the general election next occurring at least 6 months after the adoption of this resolution a proposition to amend Article IV of the Illinois Constitution by changing Section 6 as follows: ARTICLE IV THE LEGISLATURE SECTION 6. ORGANIZATION (a)A majority of the members elected to each house constitutes a quorum.
