And the bad part was my older brother would beat me up and then my younger brother started beating me up. So, I don't know. I had to defend for myself. And of course, with us today as well, my daughter, Laurie, who many of you have heard over the years. She had the privilege of addressing you on issues dealing with developmental disability. Laurie, we love you. My daughter Rachel who flew up form Orlando, Florida and brought one of my grandchildren, who is representing six of my grandchildren, Caroline. Rachel and Caroline Newnan from Orlando, Florida, and of course Tom and Amy Rankus, my son Tom and his wife Amy, and they have a daughter Rosy and on the way down we were told that Amy is going to have another child. Okay. Tom says what about me. You too, but she's going to have the baby, Tom. You haven't even told her friends and now we've told the whole world. Okay. Friends of Tom and Amy, they're going to have another baby. Sorry. All right. He's not surprised. And of course, if you'd indulge me for another second, my friends from back in my area are here as well, and they're in the gallery, if you'd please say hello to them. No question about it, we all know, those of us that serve in public life, that without their support and without their help, serving in the General Assembly simply would not be as possible as they make it. It's not often a person that, of my past, is able to acknowledge the receipt of an honor like this, because normally it's after you're gone that you are heaped with honor. It's been a high honor that you've afforded me today and my family and to be elected as your Speaker. We worked hard and accomplished a great deal, but you all made it possible. You all made it work. You all made government function. But I do want to pay a special remark to my friend, Speaker Madigan, and how nice it is to call him my friend, Speaker Madigan, because Mike many times, although we were adversaries, we always knew that we had to get our job done. We always knew that at the end of the day we had to come together for the benefit of the people of Illinois and to deal with the issues of the state. I can think of no time that we've had a harder job to do than we do today: the budget, the debt, the challenges that we have. And of course, serving the great people of the State of Illinois, they expect it, they deserve it, and they need to have your constant vigilance and your attention. I know you will give that to them, and I wish you well as you go forward with the challenges that you face. Today, I'd like to briefly talk about our role in government. It can be best summarized in a quote that I found that many of you heard before delivered by Abraham Lincoln in the year 1854. The legitimate object of government is to do for a community of people, whether they need… whatever they need to have done, but cannot do at all or cannot so well do for themselves in their separate and individual capacities. In all that the people can individually do, as well, for themselves, government ought not to interfere. Those are people that, of course, are not as dependent upon the services of government, but I know firsthand what it means to help people that are our most vulnerable citizens. Whether they're suffering from a disability of no choice of their own or whether, God forbid, they are addicted to some kind of substance abuse, Government needs to be there for them. Where these are challenging times that each of us has to deliver our own priorities in life, I implore you and ask you to not forget the community as Abraham Lincoln observed of people that cannot do for themselves but depend upon your help. I have found my years here that there's not a single Legislator from the northern, western, eastern, or southern part of Illinois that doesn’t truly care about people that need our help and have great compassion for people that have suffered as no fault of their own. Now is the time that we are calling for leaders to step forward, to demand that government continues its help to them, and expand that help in all categories whether it's in help… of health, education, or welfare, we need to be there for them. I ask you to remember that and I thank you as you meet Illinois' challenges which are so profound today that you may think at times that we're faced… what we are facing are nearly insurmountable. I've been there. I know the problems, but I will tell you they are not insurmountable. Each one of you is a leader in your own right - that's why you are there… that's why you are here. Those of us as citizens of this state need your assistance now more than ever. Last year this Body, pursuant to House Bill 5124, which took effect as probably like 96- 1141, created a commission and a task force to look at how we deliver services to the disabled, mentally ill. It was a bipartisan issue. I was the House Sponsor here and Senator Bond was the Senate Sponsor. This is one of several Bills that came out of that summer/fall task force and essentially would recreate it moving forward. There were a number of recommendations that were made, some are legislative, some are rulemaking, some they didn't need either. The departments could just go ahead and do them anyway. The departments are moving forward on that. This would sort of reconstitute the task force to keep this process moving forward. I believe it's agreed to by everyone at this point and we expect Senator Crotty in the Senate will be carrying it again in a bipartisan fashion.
