"So, Representative, it's my understanding that there are three sunsets which remain in there. They were negotiated with DCEO. I know you're concerned about the film tax credit; it's not going away. We're putting sunsets on exemptions and credits for the purpose of evaluating. But this is obviously something you're very passionate about and I'm willing to work with you and I think others are willing to work with you in continuation of this potentially in the future. This does not get rid of them. It's been a policy of this state that new exemptions that we've done in the last several years we've put sunsets on. So, obviously a sunset is different than a repeal. This is not a repeal of the film tax credit."
"Sure. So, you're saying this Bill, which is effective immediately, will give five years of today's date or the effective signage date and then we'll come back and review… assess the credits?"
"And… and the good credits will remain. Obviously, this applies to the project in my area as well. There's a sunset on that. There's going to be sunset on these EDGE Credits. Now, there are a few identified in this Bill. Are there more tax credits that are in… that are active here in the state than the other… than these three that are mentioned in this Bill?"

"I… I can't answer that, Representative. There were several negotiations and discussions going on. I wasn't involved in all of those discussions. I think there were 500 or 600 listed at one time. But it's my understanding that the Governor's Office, DCEO negotiated with regards to these. And the idea being not to get rid of anything that's working, but to have a process to evaluate and confirm that those things are in fact working." Davis, W.: "Well, if we review them I guess to determine their feasibility, and I would argue that particularly the film tax credit and for that matter even the EDGE Tax Credit, have had benefit and provided benefit here to the state. "Thank… thank you, Mr. Speaker. I want to reiterate here. Putting a sunset date on that film production credit will literally shut things down in the first year of the five-year sunset. We have TV shows who need a five… need five years as a business model. So, two years into the five-year sunset date we will no longer be able to attract new shows or possibly movies to our state. It's totally counterproductive. That's why it was so important not to put a sunset date in the last Bill as we passed it. I'm for it, but end it because the first year or two into it, we could no longer attract TV shows, movies. We were… TV commercials, anything of that consequence will be gone from us. I would strongly advise, this has been a big success. We brought in Chicago Code, movies, since we've passed this. We have created a new venue for young kids coming out of Columbia with opportunities and kids of all diversities. It… we… we created an environment in this state that put a business that was dying back on the map and this state is now back on the map in this country on film production. I would ask the Sponsor… the rest of the Bill I have no concerns with; this is a bad component. This is bad for the State of Illinois. In some of our toughest times, we are realizing more money coming into our downtown hotels, restaurants, all our unions, all our unions are prospering. Where the convention business was faltering, our movie business was picking up and it was making up for those job losses. This will shut it all down. I'd appreciate you take this component out of the Bill, so I can vote for the rest of it. Under the current form, I cannot vote for it. Thank you, Mr. Speaker."

What it would be is if the traffic would, say, come to a stop or come slow or to a stop that they would be able to go on the shoulder to bypass the traffic. It would… currently right now that they… I believe they're running a route on I-55 I believe. And it runs into sometimes where they would need to go on the shoulder and further then how they could go before implementing another lane to do that. If this would go forward, then they could maybe put a designated lane for just buses. If that makes…"
