"That's… that's correct. It… this case or this… strike that. This Bill emanates from a first district case In re Marriage of Petersen. And in that case, you had an individual whose a doctor, I believe he grossed about $400,000 and he claimed he couldn't… he didn't have the ability to pay for the fees. And the court… and then his able attorney said there's nothing in this Act that… that really tells the court, you have the ability to assess these costs. And that's why we… we're running this Bill."

"I had the same reaction when I read the Bill, Representative Mulligan. However, you have very skilled lawyers throughout the State of Illinois who are making arguments that because it's not in the Code the court doesn't have the ability to make this assessment. And that's why we ran the Bill."

House Resolution 253 is a congratulatory Resolution for the Republic of China, Taiwan, congratulates them on their Centennial of being a democracy from 1911. And as well as does a couple of other very important things and it encourages the United States to include Taiwan in its Visa waiver program because of the number of Visas that have been… the small amount of Visas that have been rejected from that country of individuals wanting to come to the United States. And if they're approved, it will just simply allow individuals from that country to travel to the United States via a passport in the same manner that we have the opportunity to travel there simply using a passport instead of both a Visa and a passport. I want to start off by just saying thank you to everybody who… thank you to everyone who got up and… and shared some well wishes with me… words of well wishes. This is not an easy… this is not an easy moment for me today. Sara, shut up. I'm not one to cry often, very seldom. But, today is very bittersweet for me. I want to thank all of you for years of friendship, years of mentoring me and everything I've learned which hopefully will be put to good use in my new position as City Clerk. Walking up to these steps today, taking that back elevator, which I frankly love, going into my parking spot for the last time is tough because I really, really love serving in this Chamber. And one of the primary reasons is, of course, because of the people that I get to serve with. So, I feel very lucky blessed that I've had 11… 10 years, this is my 11th, of working in a dream job that frankly many, many people don't ever get the opportunity to go and so many would love to have. We are very blessed. Every single one of us that's in this Chamber, that there are people who believe in us to the extent that they would trust their family's future, their health, their educational opportunities, their employment opportunities and so many other things to us. I mean if that's not humbling, I don't what is. And so, for me it's been a dignified honor, frankly, to be able to represent the people of the 1st District. So, it's just been awesome to work here. And my leaving today is not something that is actually exciting for me. I'm excited about this new opportunity, but I was not itching to leave this Chamber. And when people ask me oftentimes, how is it working in that mess over there or oh my God, you still like it? I'll bet you're gonna be so happy to not have that three hour ride. I mean, honestly my answer surprises everybody because I love the three hour ride, you get a lot of work done. Ever since the invention of hands free devices. And… and actually, love coming to work to Springfield even in this whole mess because I think all of us are here because we like to be challenged and we like to try to find solutions and we like to work. And if you like those elements then frankly, I don't know how you couldn't love to be here. But, as you know we don't always get these other opportunities in our lifetime. And when the City Clerk's spot opened up, I thought you know this is a great opportunity. And it's an opportunity for me to try to improve upon the skill set that I've achieved here with the help of all of you, frankly. And it's an opportunity for me to prove to myself that type of managerial leader that I think I can be. And it's an opportunity for me to try to do a lot more for the people of Chicago in an office that they might even understand has any value frankly. I see that as a great challenge, I see it as a tremendous opportunity to… to do great things. And in my mind, I know what I want to do and now it's just a matter of putting it in to action 09700052.doc 36 STATE OF ILLINOIS 97th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 52nd Legislative Day 5/10/2011 and making it happen. And for those of you that have served with me and know how relentless I can be on a Bill, that's the same type of drive and relentlessness that I intend to bring with my whole heart and every little bit of me into the new… the new career path that I've chosen. And so, I want to thank you all for your help in helping me get there because without the experiences that I've had here over the last 11 years I would not be the best person I think eligible to represent the people of Chicago in this new capacity. And I feel right now that without a doubt, I'm so ready to go. Not ready to leave here, but ready to go and try this new adventure and do a great job. My… my goal is to continue to be an elected official that I can be proud of myself, but also most importantly that other people can look to and feel proud that this individual is trying to do the best job they can to represent them. And so, I want to thank you all for your friendship over the years. Thank you, especially of course today, to those of you who got up and spoke. To Dan Burke who has been my greatest mentor in this Chamber since the day I walked in. Obviously to Linda who I know tried embarrassing me by saying that we sleep together, but yes it is in separate beds, of course. She's my roommate and I adore her. She's my sister, frankly. To Jack, who is more than a colleague here. He's a member of my family. And while he never votes with the Dems, you know, I'm hoping maybe one of these days he will. And to, you know, Sara… there's just so many, I… I can't continue with all the name… name dropping here. But, what I will say is that I have friends on both sides of this aisle. And I will forever be appreciative. You know, guys like Mark Beaubien, who were instrumental I would say in helping drum up that support for me with the Republicans. And I know some of you have taken a lot of heat for helping a Democrat try to achieve a, you know, the ability to be able to represent Chicagoans. And you know, I apologize for those folks who have had a little bit of heat put on them, that anybody would actually think that it's a bad thing for people to work together and across the aisle. But, that's the reality of life. And I would encourage you to continue to support people on both sides. Because it's about choosing the right people who are gonna do the best job for the people of this state. And while I'm a very proud Democrat, I'm also very, very proud to count on my list of close dear friends many Members, if not all the Members, on the other side of the aisle. And so, I want to thank you all because all of you have helped shape the person that I am today. And on behalf of my family, on behalf of my… my constituents, thank you. Thank you for the pleasure and the honor of serving with you and for your love to me and the help that you've given me over the years. And I know the Speaker's not in the Chamber, but I certainly owe a huge debt of gratitude to Speaker Madigan as well for all of his support over the years. And I remember, we didn't probably start off on the best foot. But, certainly over the course of my tenure I have learned so much from… from him. You know, bring some booze cause I'm gonna need it. And I have… I have a designated driver. So, you know if the media is listening, don't worry cause I'm not driving. But, I will be celebrating tonight the 11 years that I've been here with all of you.
