"Thank you, Joe. Mr. Speaker and Ladies and Gentlemen of the House, all of us here have the privilege of serving with many extremely competent lobbyists. One of them that I have had the privilege of getting to know over the many years that I've had the privilege of here to serve since 2003 that has made a profound effect on the State of Illinois, on our public safety, and a gentleman who is a law enforcement officer of the highest esteem. The good citizens of Athens, Illinois, will have a new chief of police on the first of March. That's their good fortune. The Members of the General Assembly and the Illinois State Police are losing one of the finest members that has ever served in a professional capacity, both as a law enforcement professional and as a Legislative liaison to the Illinois House and the Illinois Senate. I'm speaking of none other than the Illinois State Police's Chief of Staff, Captain Timothy Becker, who is in the rear of the chambers, up in the gallery. Tim served here in the General Assembly as Legislative liaison since he was a Master Sergeant in 2001. He became a law enforcement officer in 1987 in Menard County; 1988, he became a State Trooper. He start… served in Chicago. He served as a motorcycle officer. He served as a canine officer. He served as a tactical unit officer. And he rose again to the rank of Captain. And when new Director Hiram Grau was appointed by the Governor, he immediately chose, unquestionably, the most competent man in the Illinois State Police to be his Chief of Staff. When I moved to West Chicago in 1988 and bought my house there, one of the things the realtor told me was, well, you picked a great block to be on because the State Representative lives on your block. And it gives me great sadness to report that on Sunday, Don Hensel passed away. Don Hensel served my area in the Illinois House for 10 years, from 1983 to 1993. He was my neighbor. He was my friend. A fellow Lions Club member. And I always appreciated the fact that as I'd walked to or from, say, the train station from our house, we lived just a couple blocks away, he'd sit on his porch. He… even in his retirement from the House, he was always fascinated to hear about what was going on, would call me up on the porch, we'd have great chats about all the goings on, his wonderful memories of this chamber, memories that I know are shared by some of you who served during those same years. Don had a real impact in our community. Probably, he'll be best known for the tireless fight he put in on the thorium cleanup contamination problem in West Chicago that he took real ownership and leadership of to rid our town of this contaminating waste. And for that, I know West Chicago will always thank him. In honor of African-American History Month, Mr. Chairman, I would like to introduce to some, and just reiterate to others the life of Mr. Thurgood Marshall, a Supreme Court Justice. Mr. Marshall was Born in Baltimore, Maryland… Baltimore, Maryland on July 2, 1908. Thurgood Marshall was the grandson of a slave. His father, William Marshall, instilled in him from youth an appreciation for the United States Constitution and the rule of law. After completing high school in 1925, Thurgood followed his brother, William Marshall, at the historically black u… Lincoln University in Chester County, Pennsylvania. His classmates at Lincoln included a distinguished group of future black leaders such as the poet and author Langston Hughes, the future President of Ghana, Kwame Nkrumah, and musician Cab Calloway. Just before graduation, he married his first wife, Vivian Burey and their 25 year marriage ended with the death… her death from cancer in 1955. In 1930, Thurgood Marshall applied to the University of Maryland Law School, but was denied admission because he was black. The underlying Act that was created back in 1996 was called the Illinois Youth and Young Adult Employment Act. Subsequent to that, this Bill helps to create the Illinois Conservation Corps. and the Illinois Youth Recreation Corps. And what the Bill specifically does is that it first changes that name to the Illinois Veteran, Youth and Young Adult Conservation Jobs Act, 'cause the Governor wanted to include a veteran's piece in there. It also emphasizes resource management and conservation oriented activities. Presently, the statute heavily favors recreational activities. "Thank you, Mr. Speaker. To the Bill. I'm 43 years old, and when I was a girl, I rode around in my parents' Ford LTD with no seatbelt, no car seats. When I was a teenager, my girlfriends and I would lay out in the backyard covered in baby oil. We had never heard of SPF. We didn't know anything about the dangers of skin cancer. My dad smoked in the house around my brother and I and never thought anything of it. That was a long time ago, and at the time we didn't know how important it was to where seatbelts and have car seats. We didn't know about the danger of exposure to UV rays. But what we do know now is about the extreme danger of secondhand smoke. An estimated 45 thousand deaths from heart disease are caused every year. Many of them are from secondhand smoke. About 3400 nonsmoking adults die of lung cancer as a result of breathing secondhand smoke. Secondhand smoke exacerbates and worsens asthma and asthma-related problems in up to 1 million asthmatic children and this doesn't just apply when you smoke in front of the kids. Between 150 thousand and 300… 300 thousand lower respiratory tract infections in children under 18 months of age and lung infections resulting in 7500 to 15 thousand hospitalizations each year. This may surprise some of you in the room, but there are adults that enjoy smoking, drinking and socializing, and even gambling and some people enjoy doing it all at the same time. So, this is not encouraging anyone new to smoke. This is not going to effect any children. I know smoking is not healthy, but it is a decision that individual adults make every day. I choose not to smoke. I would choose a nonsmoking establishment, but there are others that would be happy to patronize a smoking establishment so they don't have to stand outside in a snowdrift and smoke their cigarette. You know, we have to remember, I hear a lot in this chamber. I hear from people talking about government restrictions. I hear people talking about government intrusion. I hear about the nanny state. I hear all these different comments. Well, this is an opportunity for you to say that we have a right as adults, if we make the individual decision to smoke, we should have a right to have a chance to smoke in a neighborhood tavern, in a veteran organization, in a private club. You know, under the… under the auspice of health, how far is government going to go for concerns for your health? That should be a concern for everyone in here because for concerns for your health, government can go pretty far and get pretty intrusive. And I'm very concerned that the bacon, double-cheese burger is going to be next. Please vote 'yes'."
