"Today we are here to recognize a company that has become a part of out state, Union Pacific Railroad on their 150th anniversary. I think that most of us know that Illinois and the Chicago region is the rail hub for the… for America. Whether it be goods headed west, east, north or south, much of it comes through our rail hub. And for that we are proud of our special responsibility. As a State Representative for the Proviso area, I'm proud that this Proviso Rail yard is located near my district; however, it's in Representative Lilly's district. It's one of the largest rail hubs in the country and 25 percent of all rail traffic comes through this rail yard. Union Pacific is more of a partner than anything. They've grown with us; they could not have gro… we could not have grown without them. There's a symbiotic relationship forged during the time of westward expansion. Union Pacific continues today to be a strong partner. In the past two years, they have invested $470 million in capital spending and they employ over four thousand Illinoisans. Back in February, we unanimously adopted House Resolution 731 congratulating them on their 150th anniversary. Today we are joined by UP, so I want you to join me in recognizing them. "No. I agree. And I think we need to do that. My concern though is is we don’t seem to have… this Governor doesn’t seem to have the will to do it. So, I just don’t want this to become an exercise in futility and… because I've had the same criticisms and I've asked the Governor to stop paying these boards and commissions and to cut some of these boards and commissions and he doesn’t do it. Frankly, he funds the boards and commissions before he funds anything else and that doesn’t… that doesn’t make any sense to me. "I just wanted to ask the chamber if they would look to the back and today is Autism Day in the State of Illinois. And some of these people up there are the leaders in the State of Illinois on Autism and I'm just telling you we can be proud of what we've done in our state. This is the seventh annual day we've had. We have raised the awareness of Autism, I think, more than any state in the United States. We have done free training for all police in the State of Illinois. We have the State Fire Marshal here. We have done training already for free, a voluntary basis, of over a thousand firemen led by these groups. We have done insurance for our children with Autism and we have led the charge on many national issues. Now we have others to choose, we talked about it, we passed a Bill two weeks ago on what we call falling off the cliff. When after 22, the children have nothing to do, so we want to develop a model for services for adult services for children with Autism. And we also… the Federal Government now has said it's 1 in 88 children. When we started seven years ago, it was 1 in 150; it's now 1 in 88. So, I thank all of you for all you have done to support the legislation we have done over the last several years. And I just want to ask everybody to give them a cheer for all they have done as leaders in the State of Illinois."

"Mr. Speaker, I have tried to find my purpose in life and when I woke up this morning, I found my purpose in life and that is to roll back the massive tax hike that we passed here in January of 2011. And I know that the Governor would agree with me because he promised that he would never sign a Bill that raised taxes more than 1 percent. So, maybe it was scrivener's error, but I'm sure he would also be supportive of this hue and cry for some relief, Speaker. I know that the great people here in the State of Illinois could use some tax relief, economic stimulus if you will. By raising taxes 67 percent, we have taken away at least one week of salary away from a family of four in Addison making $50 thousand. That, my friends, is a thousand dollars and then they lose another thousand dollars because of the tax hike because there's tax relief from the Federal Government. But, because we've changed the House Rules, God forbid we have a vote on this. Why would we not want to give the people's chamber an opportunity to reflect on the mistake that was made here in January of 2011? So, now that I found my purpose, Speaker, I'd ask you join with me. "Mr… Mr. Speaker, if I could, I'd like to make this very clear with everyone who's listening right now. So, Robert's Rules of Order say that we have the ability to override a Chair, but the House Rules say we don't. Now, think about that, folks. Robert's Rules of Order say we can override the Chair. We have an issue that we want to debate. We have an issue that should be discussed, an issue that deals with the taxpayers of the State of Illinois. Something that should be important, not only to the Speaker, but to everyone in this chamber, everyone in the chamber across the hall and especially to that guy down there on the second floor. Now, I know he has already decided what his purpose is in life, but this is a pretty important purpose and that's to deal with the issues that are before this Body so that we can agree or disagree to allow the opportunity to have on the debate… to have a debate about taxes and the level of taxation in the State of Illinois. I'm pretty sure that's why we're here, but we have all, once again, set up Rules that will stop us from having that opportunity and folks, on your side of the aisle… on your side of the aisle, you voted for those Rules that have taken that privilege away from you and here it's come home to roost again. "Thank you, Mr. Speaker. Thank you, Mr. Speaker. Mr. Speaker, this past Saturday our state lost a true hero. U.S. Army Specialist Dean Shaffer, this past Thursday, died in the line of duty in Helmand Providence, Afghanistan. Specialist Dean Shaffer was 23 years old from Pek… Pekin, Illinois. His UH-60 Blackhawk crashed while flying a medivac mission in Helmand Province, Afghanistan. Shaffer was a chief on the UH-60 Blackhawk helicopter which is the work horse for the army's amia… aviation corps. He was a 2007 graduate of Pekin High School where he was a member of the school's JROTC program. Mr. Speaker, this is the second solider from Pekin to die in military service in the past year. You may recall Jordan Bastean who was 19 was killed October 23, 2011, in combat also in Helmand Province, Afghanistan. I would just ask that the General Assembly here keep his family and friends in their thoughts and prayers during this very difficult time. Thank you."
