And they had absolutely approved this as an appropriate measure to restore that fire protection district with the appropriate equipment to protect its residents. Unfortunately, in today's paradigm of real estate in declining values, our laws haven't caught up with the realities that take place in our communities and when that happens, sometimes we need to come to the General Assembly to fix it. And this is that one instance where the voters said we would like the ability to improve our infrastructure within this fire protection district, but with the decreased values they were no... unable to realize the money that they needed to help this... this fire protection district. So, we need to come here and fix this. We've done this in the past on a couple Bills; unfortunately, our laws haven't caught up to try and make this a permanent solution, so you'll probably see a few more of these. I think Elaine Nekritz had the last one that we did and it passed overwhelmingly. And so, I do advise people to pass this Bill over. Hopefully, we can work on a permanent fix. A permanent fix would be to have our real estate market increase, but unfortunately we're not in that paradigm. So, please, go ahead and support this Bill."

This is an opportunity to support the will of the people at the local level. They've indicated what they want for their fire protection... for their fire department. They had a referendum on it. This is really correcting an unforeseen complication caused by falling assessed values and this allows the will of the people to continue. And I think it's easy to say, well, that's not my area, that's not my problem. That's Palos's problem. That's their issue. But as we travel the state, any one of us, we're traveling in all other fire departments protection area. So it becomes an issue for all of us. So, this is clearly an issue that should pass and it's just simply carrying out the will of the people that was expressed at the local level. It's a good Bill. Thanks."

And do those Pepperidge Farm ones count? Now, I just, you know, I think we've gone to the extreme here. I mean, I certainly... I see people riding with their dogs in their laps. But I do think we have... you know, to the Bill. I would say we have a lot of laws against distracted driving and certainly I think the officer would have an opportunity. My concern is, is I don't think this is a moving violation, but I'm not sure. It says it's a petty offense, but I don't know if it's accumulative and eventually it'll get up to a misdemeanor. It's a petty offense not a petting offense, just to clarify. So, you know, I... I know you've had a lot of good Bills, but I don't think this is one of them."

But the manufacturers are simply putting their logo on it and the Gaming Board says, well, that's not your name. So, this is simply to clear up the law so they can use the logo; otherwise, these casinos in Illinois will have to spend hundreds of thousands of dollars to redo their chips and that would be a waste of their money. Davis, W.: "So... so, there is an opportunity where it may... where the Gaming Board may say in order to protect the integrity of the game do not put a logo or license on the chip. Does that defeat the purpose of the Bill though?"
"It... does not and again, keep in mind, Representative Davis, that this addresses the manufacturer and the supplier of that particular chip. For an example, you go to the River's Casino and any other casino in the state, you will see, actually, the name of the operator on the chip. This relates specifically to who the supplier and who the manufacturer is. If you look at a casino chip, how often do you look at it that closely to see who actually manufactured the chip or who's supplying the chip and again, with respect to chips, these are only those chips that have a value imprinted or embossed on them. So, for an example, with poker and I'm not a poker player, but I don't think that they have a dollar amount actually on the chip, if that answers your question." Davis, W.: "Well, I guess I was just concerned about the exemption. If the idea is to put that on there to prevent fraud or some type of... or something if somebody has chips from this casino and decides to take them to this casino. "Last year, I had a very, you know, a very good discussion with the Sponsor and I have the utmost respect for him and what he's trying to accomplish, but last year when we passed the... this Facebook law I'm not quite sure where the problem arose within the business community or also with the public sector 'cause I believe that your Bill does help with the public sector and I think that this is more of reinventing the wheel. But at the time, I was not quite convinced that there was a problem. A matter of fact, I believe this was the Bill that was passed last year was a solution in search of a problem. What we are now doing is that we are completely rewriting human resource books and we are now left with trying to... how to determine how employees are going to use computers but also how do we regulate cyberspace. It's a very complicated issue. I've... as I said earlier, I have utmost respect for the Sponsor, but I don't believe... This is clearly a protection for consumers and for the public. And the previous speaker spoke about workplace. This has nothing to do with the workplace. When you take into consideration what these two books does, when you take into consideration that doctors, pediatricians, use these books to give medication to our children, to give medication to our loved ones, we need to know what is the best practice. We've heard the horror stories of psychotropic drugs. We've heard the horror stories of how these drugs who have black boxes. So, what I'm doing with this task force is educating ourselves because the DSM-5 is really overmedicating. It's saying basically that we need a red pill, a green pill and a purple pill for almost everything that we do and I think that's putting us all in a very precarious situation. So, can we talk? Can we have a discussion before I have to take this medication? Is there... is there some other remedy? Is there another way I could handle this without being medicated? Do I have to be medicated, Representative? Do I have to walk around like a zombie? Is there an alterative? I think so many of our children are being harmed. You know, we could talk about the drug dealers on the corner, but let's talk about the drug dealers that's right in our homes in our medicine cabinets. The legal prescription drugs that's killing us; it's killing our children. I don't think that's fair, Representative. Can we talk? You know oftentimes, even with the methamphetamine and the crack cocaine, we didn't know about it. No one told us that this was coming to our community. We woke up one morning and it was here. We want to know about these new drugs that's going to be coming into our medicine cabinets that our doctors, whom we trust, is going to be given to our children. It's going to be given to our loved ones. Our loved ones who have no say, our loved ones who depend on us to advocate for them. Can we at least help the children? Can we at least help the seniors? Can we at least help the people that's mentally ill that cannot help themselves; that's all. This is a Resolution. What are we afraid of with a Resolution? It's non-binding; it's having a conversation. Can we talk? Can we all get along, please?"

To the Bill. When Representative Flowers first brought this forward, I think when I was on Human Services last year, there was a lot of concern from different groups about the introduced language. And that intro... that introduced language has been changed substantially and now gets us to the Resolution which we're at today, which does, you know, really a very simple thing. The DSM-5 which comes out and redefines how behavioral health diagnoses are treated. It comes out every number of years. It runs to several thousand pages and it has an inner relatedness with the complied statutes of the State of Illinois also which run several thousand pages. What the Lady's Resolution does is it asks us to review the Illinois Compiled Statutes and any effects that changes from the DSM-IV in how medical science treats behavioral health, be looked at as it relates to our statutes. I think that's a sensible approach to do that whenever these major changes are made. And I would urge an 'aye' vote."

You may remember a few weeks ago I mentioned that a good friend of mine, a good friend of the General Assembly, former Member and leader in this state, Manny Hoffman passed away. Everyone's heard the old adage politics is local. Forget the bad grammar, but it's really true, politics is local. And that's something that Manny Hoffman believed in to the deepest core of his being. I remember I came out to the south suburbs in 1977. I took a post in the planning department in Will County. And so, I wanted to come out and get involved in politics. Of course politics is sort of on my side of the aisle, but one of the first people I met was Manny Hoffman. We had done some things together regarding cancer, the Jennifer Fallick Cancer Center that started a little bit later and met Manny. And Manny introduced me to some other people that are known from the south suburbs by one name like, Aldo and Loletta. And I saw that this man, even though we didn't share a political ideology, that he was all about politics 09800026.doc 77 STATE OF ILLINOIS 98th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 3/8/2013 26th Legislative Day is local, plain and simple. I came before you not too long ago, a couple years ago I guess it was, July of 2011 and stated that his dear wife of many years, Judy, had passed away. And you always saw Manny and Judy together. They were just a team and they were a team in terms of the philanthropy that they both shared. Business development, you know, Manny was an insurance man. He helped a lot of other people get involved in business, but he really helped with the community. That was what he was all about. I remember there was a time where, of course, Rich Township and a few other townships were sort of dominated by the GOP and everybody was kind of strident and so forth. They would always have a picnic, the Rich Township Republican organization. We're always welcome to that picnic, always welcome to the picnic, always went to it because at the end of the day a lot of the things that we we're trying to do at that time and that we're still trying to do in terms of develop our region, again, go across park. And that was what Manny was all about. There was an opening on the Rich Township Board. I was the supervisor of that board. Manny spoke to me at a golf outing and said, Al, you know, I'm retired. I just really want to help. How can I help? How can I help? So, I gave Manny some things to do, but I appointed him to that board. And Manny was a fantastic member and it was only when he decided to leave and go to Florida that he got off the board. There is one other point which is one of I guess his greatest hours. We're at an event that got national and international airplay, it was called Hands Across Southland, where we were demonstrating 09800026.doc 78 STATE OF ILLINOIS 98th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 3/8/2013 26th Legislative Day the unity of the south suburban region. Essentially, we had 10 thousand people stretching hand to hand from Hazel Crest all the way down to... almost to University Park and Manny was representing George Ryan. I think it was 1999. Manny was representing George Ryan at the ending event. And I can tell you, I have it on tape, but I can tell you all the speeches that I've ever heard of many great people who came from the south suburbs, Manny Hoffman gave the greatest speech on the importance of race relations and the importance of the diversity of our area that I'd ever heard. That was my friend, Manny. So, Manny touched a lot of people, he touched a lot of causes and he made us realize that sometimes where ideology is important sometimes it just ain't that important all the time. And I guess his greatest legacy would be, for those things that we can come together in agreement on, let's do it. Let's do it because it's right. Let's do it because it makes sense and let's do it because we're all, in our own ways no matter where we come from in this great state, we're all trying to build communities. And so, I just wanted to tell you that story of Manny. Many of you know him and I'm sure you feel about him the same way that I did. But at the end of the day, here was a man that believed in people, tried to help, and lived up to that adage of politics is local in the end. Mr. Speaker, I would request a moment of silence in the memory of our former Member, Manny Hoffman."

For those of you who don't know and have never heard of Manny Hoffman, one of the significant things about him is that he was actually one of us; he was a former State Legislator here in Springfield. And if you actually read the Resolution that was drafted and introduced by Representative Riley, you'll know that Manny held a lot of positions. He was the mayor of the Village of Homewood, he served on park boards, library boards, and he's just done it all. And one of the significant things about Manny that I've come to know and appreciate about him is that, you know, back in the I guess in the late '80s early '90s as the south suburbs was changing and started to become more Democratic, well, Manny embraced that change. He said it's just one of the things that happen and as I've come to know Manny he was probably one of the most Democratic Republicans that I ever knew, that I'd ever had the chance to meet, again, not that he was absent from his own ideological feeling, but he just said, you know, we're changing and in some things we have to change. And I think, you know, knowing Manny would be a lesson for all of us in recognizing that, you know, things change over time, areas change and people change and that we've got to figure out how to embrace that change in order for us to continue to do good work here in the State of Illinois and represent the interest of people who are not necessarily from our districts and don't necessarily feel the same way that we feel about issues. But even in his latter years, Manny was very active; he tried to stay active. And Manny would... if nothing else, Manny was always good for water. So, if you're having an event, he would always say, can I get you some water? You need some water for it? And if you said, yes, he'd supply you with a couple of hundreds of bottles of water with his name on it, you know, for your event. So, he was... he was a really great guy and while I didn't know him as long and as well as Al knew him, but I can honestly say that in the short time that I did know him, you know, he became a good friend, an outstanding individual, always willing to help and to support things in the Southland for the people of the Southland. And if nothing else, I think that's why we should remember Manny Hoffman today. Thank you."
