It wasn't in line of duty, but it was a firefighter. It was a Chicago firefighter who has relatives in Springfield and was killed in an accident out near Clear Lake and I-55 yesterday. He was on a motorcycle and it involved some semitrucks. It was Sean Sloe, 37, was pronounced dead at 11:45 a.m. by Sangamon's County Coroner. Mike and his brother, his brother's a Springfield firefighter, and Mike and his brother had been involved in EMS and the fire service for many years and the local president of the firefighters here said Mike and his brother had one objective and that was helping others. So, they made a career of it. And you know, when we lose one firefighter, we've all lost because they serve all of us. So, just one brief moment of silence in honor and respect of Sean Sloe, who was killed yesterday here in Springfield, a Chicago firefighter, but with a brother that's Springfield. Today, over $300 million in unpaid tolls and fines are owed to the Illinois Tollway Authority and they're forced to ask the Secretary of State to suspend about 5 thousand license plates a year due to unpaid tolls. This is just another tool for them to get people to pay. This would not be listed unless all of the procedures that they're required to follow under the law and the regulations have been followed including nine different letters and notices that would go to folks. I would ask your support."

I won't give you the names of the companies, but there's one company in Sandwich, Illinois that owes the Tollway Authority $60 thousand, another one that owes $19 thousand and another one in Streamwood that owes the state $152 thousand. "First, if… if you've gone through the I-PASS and not paid, no one does anything for the first seven days. On the eighth day, it becomes a violation. The first notice is not sent to the person who has gone through that I-PASS lane until at least three violations have occurred over a two-year period. Then they… the recipient of that notice has 21 days to pay or contest the violation. They have an option to request a hearing at that time. They have an opportunity to contact the tollway and say, hey, it’s not me. Then there's a second notice. They have 14 days to pay, but can still… while they can't request a hearing anymore, they can certainly contest it or ask for an administrative opportunity. Then there's a third notice with an additional 21 days to pay. The notice warns the driver or the owner of possible penalties. Driver's license and driver's plate registration suspension and possible referral to a collection agency. The notice also advises the violator of the right to dispute the suspension in writing. After all of that happens, then it might be referred to collection. Then there's a first collection notice. It warns of the penalties, it warns of credit bureau reporting, it warns of possible litigation and wage garnishment. It gives them an option for a payment plan. They can pay a settlement or ask for a hearing. The report must include an accounting of all revenues related to nursing homes including fees, fines, transfers and expenditures. The department shall submit the report on January 15, 2014 and each subsequent January 15 thereafter. The report must be submitted to the General Assembly, the Long-Term Care Facility Advisory Board, the State Ombudsman and posted on the department's website.
