One of my granddaughters attended IMSA and the experience and the education she got there was just something that was very, very valued by her and anyone who has had the opportunity to know her and what she brought back from there. However, I'd also like to add this. Anyone in this chamber who does not think that tax policy doesn't make a difference needs to look at the amount of money that came into the coffers in April because taxpayers in calendar year '12 were looking ahead to '13 and said, hey, the dividend tax may go up at the federal level, depreciation schedules may change. I'm going to pay my taxes in FY12 rather than FY13 resulting in a huge influx in revenue for the State of Illinois. So, taxes make the difference. In this case, it was to our benefit and a significant benefit that most of our Medicaid providers are now almost up to date in their bills because of all that money that has come in. Thank you."

"Because let's assume that this same company owed you money. Let's assume you lent them a bunch of money. Okay. Whatever it is and they didn't pay you. So, then you went to court and you got a judgment and you recorded a Memorandum of Judgment. And this happened, let's say, seven years ago, okay, and you've been trying to get your money for seven years and you're hoping that when they sell their business that you'll get paid. But what you've just done now is given the government a super priority over all over judgment creditors. Why would we put the government before anybody else? What public policy does that help?"
"Well, the simple answer to your question is we typically put government first, but to answer your question in particular here, I'm not sure this Bill puts a priority in order. It simply puts it in order of priority. And I'm not mixing words there, I'm just simply saying that now they have the ability to attach as opposed to the past. They are not number 1 on a list. They just become a priority on a list."
"But why should they be treated differently than any other creditor because any other creditor would be able to, if they're owed money, to actually have to go to court. Okay. But here those procedural safeguards are gone and they get to place a lien on property where other creditors can't. "Well, again, let me just emphasize that there is no priority given to the department above and beyond any other creditor with respect to this lien, none whatsoever. And I think you would agree with me that if indeed a tax is due, a fee is due, a charge is due, it ought to be paid."

"I don't think that they should be in a better position than anybody else. I think that they should get theirs like everybody does. And I… to the Bill. And I appreciate what the Gentleman's trying to do, but the fact is government is not something that should be above its citizens. Government should be at the same level of its citizens. So, if its citizens are owed money, they should be able to follow the laws and there's a… going on for hundreds of years of American jurisprudence going back to English case law that it's first in time, first in right. But that… and what you have to do is go through procedures. What this Bill would do would to change that and allow the government to bypass those procedures and potentially go in front of other creditors to be paid first. Government should be paid. They should be paid like everybody else. They should not be treated better because I think it's unfair that government gets an advantage over other creditors. I'd encourage you to vote 'no'. I understand what the Gentleman says, but the fact is the government, if they want to collect, has other avenues to do so and to jump in front and to have easier access than other judgment creditors is just not fair. Senate Bill 1871 grants authority to the Secretary of State to allow them to cancel the driver's license of a nonresident or former Illinois resident who has been released from showing proof of financial responsibility or SR22 insurance in Illinois. This addresses a problem where there is sort of a loophole in the law. It helps close the loophole.
