He was a Robinson, Illinois native, born February 28, 1992. In his youth James and his mother, Thelma Wall, went on several short-term mission trips with their Porterville Congregational Christian Church, of which he was a member. James proudly and bravely served in the… his country as a United States Marine. He attended the School of Infantry, Camp Pendleton California, and was then sent on his first duty station with the 1st Light Armored Recon and then he was deployed to Afghanistan from November 2, 2011 to May 22, 2012. His bravery… bravery will not be forgotten by his friends and family and the grateful nation of which he served. James is survived by his parents, Thelma and Monty Wall of Oblong, who are with us today in the Speaker's Gallery; Scott Baud of Willow Hill; three brothers, Scott Baud Jr. of Palestine, Aaron Baud of Oblong, Cameron Baud of Willow Hill; also his grandparents; Luther and Marjorie Henon of West York; Linda Baud of Oblong; Nancy Wall of Oblong; several cousins, aunts, and uncles. An African-American doctor, in 1893, Williams opened Provident Hospital, the first medical facility to have an interracial staff. House Resolution 842 represents the efforts of the Revenue Committee in conjunction with the State Government Administration Committee in calculating House revenue estimates for the upcoming fiscal year. FY15 is the budget that we're in the process of making. This is similar, if not identical, to the procedure that we've done over the last few years. We've worked together in a bipartisan manner. We've taken testimony from the Department of Revenue, the Office of Management and Budget, and of course, COGFA. This reflects the COGFA estimates as to the upcoming revenue for the new fiscal year. The number is 34.495 billion. This is down from this year's fiscal estimate. I would like to compliment Representatives Harris and Pritchard for their leadership on their respective committees as well as my cochairmen of the joint committee and chairman of the State Government Administration, Representative Chairman Jack Franks. Again, this does not take into account any possible savings from the pension reforms, as they are still in the court system, and this takes into account the law that stands today, which is the beginning of the phaseout of the tax increase. So having said that, the number would be 34.495. It passed out of committee unanimously. Would ask for an 'aye' vote."

I rise in support of the Resolution and in doing so, I'd like to compliment the Speaker for the procedure that he put in place a number of years ago, whereby the House Revenue Committee would put forth to this House a… a revenue estimate and we would base our appropriations on that revenue estimate. So, all of us in the House, not just the Speaker and the… the Revenue Committee, but all of us in the House deserve a lot of credit for holding to revenue numbers over the past couple of years, because what the revenue estimate does is it drives the appropriations and as long as the appropriations don’t spend more than the estimate, basically we are not spending more than what we are taking in, which is indeed a very good thing. So, I stand in strong support and I compliment the… the work of both the House Revenue & Finance Committee as well as the State Government Administration Committee for the joint effort here and the… all the previous work that's been done by Members of this House in passing the initial budget… initial revenue estimate. "Thank you, Mr. Speaker. I rise in support of the Gentleman's Resolution. I want to thank the Chairman, Mr. Bradley, and the Speaker for including the State Government Administration Committee. I think it was a… I can speak on behalf our committee that we all learned a lot and it was really interesting to see how COGFA works so closely with the Governor's Office as well. And I want to compliment the Governor's Office because their numbers were very similar to the COGFA numbers this time and I found that very heartening, 'cause other time the numbers have been very far apart. So these numbers, I believe, are very accurate. And I also believe that this is very good news for the State of Illinois, because I would never have envisioned that our numbers would be this high on a revenue basis. But we had some good news on our sales taxes that increased, our federal sources that increased and after you factor out the fund for advancement 09800099.docx 11 STATE OF ILLINOIS 98th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 99th Legislative Day 2/25/2014 of education and the commitment to human services fund, it's really only about a point and a half difference… about a percent and a half difference than last year's revenue estimate and that's with the expiration of the temporary tax increase. So, I think the work done by the committee has been exceptional. I encourage everyone to vote for this 'cause I think it’s the prudent, correct thing to do and I think it'll help provide, as Mr. Harris said, the roadmap that we need to go forward. So, I encourage an 'aye' vote."

"Thank you, Mr. Speaker. I also rise in support of this Resolution. I… I feel that we have started this process in a very bipartisan, transparent fashion. As the two committees met, we were dealing with the business incentives and the revenue that is generated from the various incentives and taxes that we have. And in that whole process, we started looking at the budget and the recommendations of where we were and the estimates of where we would end this fiscal year from COGFA as well as the Office of Management and Budget. And indeed, they were very close. But I think what's most important on this is that we're living within the laws that this Body has set and that we're moving forward with a revenue number that is a realistic number. One of the differences between what the Governor's Office of Management and Budget and COGFA have put forth is about a $50 million difference that is dealing with transfer of funds. What the Office of Management and Budget considers is that they transfer it out and then they transfer it back into the general fund and they count that as $50 million of revenue, when in fact it's just 09800099.docx 12 STATE OF ILLINOIS 98th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 99th Legislative Day 2/25/2014 an out and in type of transaction that COGFA has recognized and that’s one of the reasons that COGFA's number is a little bit lower. So, as we look at this number, it certainly presents challenges forward for us as we move forward in the appropriation process, but as has been mentioned already, it's not as great a number as what we were at once considering when you look at the rollback of the income tax. So, it's a responsible number and I would ask for your support."

I want to commend the Members of both the Revenue and the State Government Committee for their work in a very civil and also bipartisan manner to reach a responsible number. You'll find that our caucus, most, if not all, will be supporting the Resolution today. I think in the spirit of cooperation we could continue to do this during the course of this Session. But I just want to make it perfectly clear, we're… we're supporting the revenue numbers, doesn’t mean that we're supporting the budget. But our appropriations spokesman and our staff members are ready to roll up our proverbial sleeves and we'll work with you for a responsible budget for the taxpayers of Illinois with an emphasis that we need to do a greater job at reducing the state debt and what we owe our state vendors. Davis, W.: "Representative, one thing that I… I want to be clear about, and I appreciate what you said, how this is a panoramic view of where things are now, but again, my concern, and I just want to make sure I get it on the record, is what do we do moving forward? This is, in my opinion, a piece of the conversation. Representative Pritchard talked about how the Revenue and State Government Committees have been talking about, or the conversation about tax incentives. Well, if that conversation isn’t complete, then this revenue picture isn’t complete just yet, because if there are opportunities that if we eliminate tax incentives or encourage some corporations that should pay taxes to pay taxes, then this revenue picture isn’t complete. And so my concern is locking us into something that I don’t feel is complete and then creating a scenario where, when we're looking at our Appropriations Committees, right now, we're going to have to make significant cuts in those Appropriations Committees. As prop chair in K-12 Education, I've had the opportunity to see where Members want to try to shore up, you know, particular line items in the budget, whether they be school transportation, general state aid, bilingual education, early childhood education. I'm concerned that by doing this, if there is additional revenue to come, that we're not having a complete conversation about the remainder of that revenue. In past years, it's been above the line and below the line conversation. Well, nowhere in that conversation do we account for more money for some of the things that I just mentioned, at least in my budget. And I'm sure if you ask any 09800099.docx 14 STATE OF ILLINOIS 98th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 99th Legislative Day 2/25/2014 of the other Appropriations chairs, there are probably items in their budgets that they would like to see fluctuate upward if at all possible. So, when we talk about this being the beginning, I truly hope that it is a beginning in terms of revenue and that there… there and that… and that if there is additional revenue to come, you know, that we can have a conversation about how to spend that revenue that’s not just solely based on some of the things that we've relegated it to in the past. So again, I'm concerned about this not being the complete revenue picture. It may be where we are right now, I just want to make sure that we're leaving ourselves open to continue the dialogue about revenue at the appropriate time. Is that okay with you?"
