According to the Department of Revenue, there would be no net loss of revenue to the State of Illinois, but it would make it much easier for customers to understand why they are facing a particular sales tax charge. Instead of paying sales tax on the full price of the vehicle, leaving the leasing company to get trade-in credits down the line as the car is returned and then leased or sold again, instead, people will pay sales tax on the lease price and that will continue during the life of the automobile. So, in an attempt to elicit a little bit of transparency with the service boards and to help them be the world class transit system that we really need, this Bill just compels them, like many other units of government actually do right now, to have their meetings on streaming Internet and to have files of their meetings on their websites. Half of it going into the interest free revolving loan fund for fire trucks, and then a big portion for the grants for small equipment to our fire departments around the state. Last year, we passed legislation that on an EMT basic ambulance service, serving 7,500 or less, that even though it's EMT basic, if you have a paramedic that's a volunteer, they could perform their services to the level of their licensure. We did that. We said, yeah, that's a good thing to do. I just want you to know that the Heart Association, because of what this Legislature did, has informed me and of course, you can't have names or anything that… just a few weeks ago, in Illinois, there was a save because they had a paramedic on board on a basic service. It's happening across the state now. The paramedic was able to use 12-lead monitor. They were able to respond, to what was going to be a massive heart attack, with appropriate care quickly. So, this is… this one then, in addition to paramedics being able to perform their skills at that level of licensure, we have a nurse licensure that's called PHRN, which is prehospital. And in many of our rural communities, we have registered nurses, some of them with a PHRN rating, or licensure. This would allow them to be on volunteer ambulance services and perform that level of skill. And their inference wasn't, I can come across the state, you know, with my chainsaw and help clean up. It's what can I do financially. This is a very seamless way to help. The other thing that I would note as a former chief fundraising officer at a local hospital, the Illinois Chronicle of Philanthrophy and any other charitable publication which suggests that when employees give through payroll deduction, the level of giving goes up exponentially. I will tell you in my own… my own hospital when we had an employee giving plan and they were able to do it through a payroll deductible contribution, the giving went up 60 percent."
